WilJiam Balswick, head of the undercover "Scotland" detail of Chicago police, said the weekly football card system is an international operation involving millions dollars annually. Raids here and at Dallas this week are believed to have given authorities a head start In exposing the racket and seeking connections with the crime syndicate under investigation by Sen. Estes Kefauver's committee. At Dallas, Postal inspector H.D. Holmes and U.S.

Attorney Frank S. Potier announced that a federal grand jury was ready to launch an inciuiry into football betting. Four men were seized there in a lotel room where they were pre paring cards for mailing through out the U.S., its territories and several other countries. Dallas police believed they had broken up the "international headquar lers" the football handicapping service. Balswick's men clamped down on a clearing house for the cards lere Thursday, arresting two men and seizing voluminous records similar to those impounded at Dal- Balswick said the evidence here and at Dallas showed a clear picture of a big scale operation which may have its roots in organized gangsterism.
