With a change of administrations, Howard moved on in 1971 to become director of public re- celebrities and for the Press Club Gridiron Show. He was born in Tauton, Mass. His father, a footloose sewing machine salesman, brought the family t'o Hawaii in 1931. They lived in Honolulu, then Hilo. and moved to Wailuku, where Howard attended Maui High School.

There he displayed a talent for comedy writing and an interest in show business. Howard earned a Purple Heart and six campaign stars while serving with the Howard trie then administrative assistant to the president of the state Senate from 1971 to 1974.
