This will destroy Kirk Douglas's image because he loves to be thought of as an S.O.B. But not in Lionel Bart's book. Lionel is the brilliant composer of "Oliver." Clarence Giarrusso, 51, who headed the police attack on a rooftop sniper this week, is a husky, soft-spoken cop with tousled hair and a flair for imaginative police work which sometimes arouses critics. Like the night in 1970 when two men in priests' clothing showed up at the Black Panthers headquarters, which was located in an illegally occupied apartment, knocked and were admitted. They turned out to be policemen the spearhead of a 25-man strike force directed by Giarrusso.

The "priests" whipped out revolvers, demanded a surrender. When a shootout erupted, other police scrambled into the apartment. A young black woman was wounded. The surprise raid, in response to a city housing authority request that the organization be evicted from the apartment, was considered a success by police, but the clergy had a different reaction. Church officials complained that they couldn't have police using clerical dress as a disguise because it greatly complicated their work.

Mayor Moon Landrieu said police wouldn't do it any more. A more recent uproar involving the superintendent's police work came with his special "shoot to kill" order to a new special force called the Felony Action Squad. FAS men, assigned to high crime areas, were to dress so they blended in with other people there. They could look like hippies, truck drivers, businessmen, or various types of "freaks." "Shoot to kill" had great impact on the public ear, but Giarrusso's order was carefully worded. It said an FAS man.

Then moving in on a mugging, holdup or some other crime, could shoot to kill if the criminal disobeyed his shout to put hands up and instead pointed toward him with an object. Was the order mainly for psychological effect? Giarrusso wouldn't talk about it. Black leaders complained that blacks were the ones most likely to be affected by the special squad's secret surveillance and that innocent blacks might be shot. Despite objections, Giarrusso stood by his order. FAS men have been praised since as an active and successful police arm.

Giarrusso, who holds degrees in criminology, business administration and law, feels that members of his "thin blue line" have one of the toughest jobs in the book. His brother, Joseph, now retired, was superintendent of police before him, with Clarence as chief of the narcotics squad. Clarence Giarrusso pressures his men constantly to develop more "professionalism," a quality he greatly admires. Unemotional, efficient police work is his goal. During the long and violent effort to dislodge snipers from the top of the 18-story Down-Town Howard Johnson's Hotel, the superintendent's calm baritone was frequently on police radio as he tried to keep a tight rein on his weary and increasingly jumpy Three policemen, including Giarrusso's deputy, were among six persons the snipers killed.

On Monday morning, after a long and tense night, police radio crackled with a report later declared erroneous that an officer on duty at a street barricade, several blocks from the hotel, had come under fire from another building. An excited officer, losing his grip on "professionalism," made a radio report but it was a mere blare because his voice was so loud it overloaded the microphone.
