Fischer apologized Wednesday for delaying the start of the match, but the Russians demanded apologies in writing. Then they demanded that Fischer forfeit the first game.

The Amcrican'i apology, read by a spokesman at a news conference, said: "We are sorry the world championship was delayed. The problems causing the delays were not with world champion whom I respect as a man and admire as a player. Gellcr said he didn't think Spassky would accept the award even if Euwe offered it, but that the Russians insisted on it anyway. Then Euwe put forward his idea of another postponement.

But he-said this would probably require dividing the match into two halves, with 12 or 16 games this summer and the rest later in the year, because otherwise it would conflict with the world chess Olym- Eiad in Yugoslavia in Septem-cr. Award of the first game to Spassky would give him a 1-0 advantage at the outset, but chess experts said that in such a long match Fischer probably would overcome the disadvantage. A player gets one point for winning a game and half a point for a draw. Spassky needs 12 points to retain his title, Fischer 12.5 to take it away from him. The winner is to get $231,250 and the loser $168,750, the highest amounts ever paid in chess.

The original purse was $125,000, with the winner taking fife-eights and the loser the remainder. But Fischer's holdout brought a $125,000 contribution from London banker and chess enthusiast James D. Slater to double the purse. Each player also gets $73,000 from the television and film rights. MRS.

GAIL BACHERT arrow In chest A SAIGON (AP) U.S. Navy fighter-bombers pounded North Vietnamese bunkers south of Quang Tri City today, trying to blast open a path for a task force of South Vietnamese paratroopers advancing on the enemy-held provincial capital. Associated Press correspondent Dennis Neeld, reported from the northern front that the carrier planes bombed a line of bunkers about 2V miles from the center of Quang Tri City. The bunkers were concealed in a row of homes shaded by trees and flanking Highway 1. Two companies of North Vietnamese troops, perhaps 200 or more men, were reported entrenched in the bunkers.

One captured prisoner told interrogators that they had called for reinforcements. An American adviser with the paratroopers, Capt. Gail Furrow, 32, of Urbana, Ohio, told Neeld he doubted that reinforcements could avoid the U.S. air strikes and South Vietnamese artillery bombardment. But despite the U.S.

air attacks, the entrenched North Vietnamese were firing on the paratroopers. Furrow said the battalion he is with could have pushed into Quang Tri City on Wednesday but it was essential to secure the highway before advancing. Other paratroopers penetrated the city limits Tuesday but took up defensive positions on the southern edge. A spokesman in Saigon, Lt. Col.

Do Viet, said two companies of paratroopers controlled the southern edges cf Quang Tri south of Highway 1, including the railroad station. He said they had not moved since Wednesday. Most of the city is north of the highway and is dominated by a 19th century moated fortress called the Citadel. Vict said no government troops had moved into the northern sector. Vict said South Vietnamese marines closing in from the eastern flank were 1.8 miles from the city after advancing a half mile.

But he said there was no rush to get into the heart of the city. Reliable sources said Lt. Gen. Ngo Quang Truong. commander of the counter offensive, is moving cautiously in hopes of keeping his casualties to a minimum.

The Saigon command said the immediate objective of the offensive is to destroy the North Vietnamese forces in the area. "Then naturally Quang Tri will be taken," a spokesman said. Field reports said 180 North Vietnamese were killed In clashes around Quang Tri City on Wednesday. South Vietnamese losses were said to be 10 killed and 90 wounded. Thirty miles to ths south of the nine-day-old drive, the North Vietnamese shelled Hue with 122mm artillery for the fifth day.

About 100 shells hit the former Imperial capital, but half of them were duds. One person was reported wounded, and a Roman Catholic church and a home were badly damaged. U.S. wounded in action last week were put at 23, compared to an offensive-period average of 36. A South Vietnamese communique reported 2,763 enemy killed last week and listed government losses as 523 men killed and 2,199 wounded. Seven Americans were reported dead "not as a result of hostile action," a category that can include deaths in combat situations not directly caused by the enemy as when a helicopter goes down from mechanical malfunction during a battle.

The U.S. Command's running total of servicemen missing or captured or interned has risen 117 since the offensive began three months ago. The latest total is 1,634. U.S. authorities have acknowledged more than 60 American fliers missing in North Vietnam since the stepped up bombing campaign began April 6.

Hanoi claims to have captured many of them. The latest weekly summary brought to 137 the number of Americans reported killed in 14 weeks of the Communist offensive. The reported U.S. wounded total is 495. Official South Vietnamese figures for the period total 10,518 government troops killed, but authoritative military sources estimate at least 2,000 more than that have died.

Total enemy losses in the offensive now total 54,540 by South Vietnamese reckoning. The allied commands now have listed these total casualties for the war: American 45,806 killed in action, 303,190 wounded, 10.229 dead from "nonhostile" South Vietnamese 147,865 killed, 381.813 wounded. North Vietnamese and Viet Cong 858,100 killed. Novelty company files injunction TAMPA, Fla. (AP) Confronted with an order from the state Board of Education to stop issuing degrees, the? University of Eastern Florida has asked a court to forestall any state action.

Iceland (AP) Bobby Fischer made a full and penitent apology to Boris Spassky today, and organizers of the world chess championship match said the two would meet for their first game Sunday night. The organizers said it had been agreed in principle to hold the drawing tonight to determine which player would have the white pieces and with them the first move. The young American, in a letter delivered by hand this morning to the world chess champion from the Soviet Union, apologized for his "disrespectful behavior." Fischer, whose delayed arrival doubled the prize money for both him and Spassky but also started an avalanche of confusion, asked the Russian to "accept my sincerest apology." "I simply became carried away by my petty dispute over money with the Icelandic chess organizers," he wrote.

The written apology from the American challenger was one of the chief conditions posed by the Russians bctore Spassky would sit down at the chess board with Fischer.
