Outside the formal meeting rooms the big topic was Amin, who was told by the British It 'would be "Inappropriate" for him to attend because of the atrocWet and 'mass murders he har Inflicted on his East African nation. Amin vowed to come anyway, and Radio Uganda said he was on his way to London. But some observers suspected the announcement was-a hoax. Ugandan broadcasts said Amin left by plane early Tuesday arid stopped en route at an Arab country. It was believed to be Libya.

Uganda is a member of the Commonwealth, but the British government broke diplomatic relations with ita former. East African colony last July. Amln's whereabouts remained a mystery early today. Meanwhile, the Ugandan government barred all British citizens in Uganda from leaving the country today an apparent attempt to force Britain to let Amin attend the London conference. Radio Uganda said a decision en the "plight" of the British in Uganda would have to await Amtn'a return from London.

The embargo on the British in Uganda was similar to a ban placed on about 240 American nationals in last February after President Carter salr reports of wave of mass murders by Amin and his supporters "disgusted the entire civilized world." That ban was listed after four days. The British Foreign Office In London said about 300 British citizens live in Uganda, most of them missionaries. In another development, Amin accused Andrew Young, the black U.S. ambassador to the United Nations, of being "traitor to the cause of the black man" because of things he said in a Playboy magazine interview, Radio Uganda reported today. Young was quoted as saying In the interview, "I didn't want Hitler to be saved and I don't want Amin to be saved I want him to disappear from the face of the earth." Radio Uganda quoted Amin as saying: "If the Playboy interview is accurate, there is no doubt Mr.

Young has chosen to be a traitor to the cause of'the black man in America where the history of slavery is still alive in minds of black people all over the world."
