Austrian Maps Talk Strategy VIENNA (AP) Bruno, Kreisky, slated to be Austria's first Socialist government chief since World War II, Monday began mapping strategy for talks to build a new government coalition with the Conservatives. The Conservatives and Socialists governed in coalition from 1945 to 1966, with the Conservatives always in charge because they held more seats in Parliament. But in elections Sunday the Socialists came out ahead for the first time, with 81 of the 165 seats in the lower chamber, a gain of The Conservative People's party headed by Chancellor Josef Klaus lost seven seats to win a total of 78, and the Freedom party retained the six seats it had held. Kreisky, a postwar career diplomat and former foreign minister, indicated in his first statements after the election that he would follow a moderate course in office. No drastic changes were expected in either foreign or domestic policies.

However, lengthy talks were expected over division of the cabinet posts. The Socialists were expected to demand the ministries of the interior, social affairs, transport and nationalized industries, education and economy. The conservatives want to retain the ministries for education and trade and probably will get the ministries of finance, agriculture, forestry and probably also foreign affairs. A dispute may develop over the defense ministry. The Socialists pledged in the campaign to cut the draft from nine to six months; the Conservatives said they would set up a parliamentary commission to study this.

Theoretically, the Conservatives could seek a coalition with the Freedom party and bypass Sociailsts, but Klaus said that was "unthinkable." Klaus said he himself would not enter any coalition cabinet. He had headed the one-party IRREGULAR? Striking Firemen Paralyze Airport LONDON (AP) Ninety striking fireman paralyzed London's main airport Monday for the first time since it was opened in 1946. All traffic was halted at Heathrow Airport, one of the busiest in the world, when men who man the fire trucks walked out.

The firemen, whose job is vital at all airports, struck when the British Airport Authority rejected their demand for an extra $1.44 a week. The Heathrow control tower immediately halted all incoming traffic and planes were diverted to other airports. Outgoing flights were suspended 10 minutes later. The men who man the airport's fire trucks have a base pay of $76.80 a week, which includes a raise of $10.20 a I week granted last year.
