2 EDWARDSVILLE INTELLIGENCER David Barker Jack Harkey Three School Board Vacancies in Bethalio Bethalto Three vacancies exist on the Bethalto School District Board of Education this year and five candidates have filed nominating petitions. Incumbents Ron Martin and Paul Battery will seek re-election in Saturday's vote. Each has served two terms. Robert Bottoms, who was appointed to fill a vacancy created by the resignation of Rufus N. Bond ihis year, is running to complete the remaining two years Bond's term.

David Barker is seeking a full three-year term and Jack Harkey is opposing Bottoms in seeking to complete Bond's term. Hattery. 46, who is presently serving as school board secretary, has resided ia the Bethalto area for 45 years. He presently resides in Cottage Hills with Highland Gets $10,000 Off for New Generator Highland Highland City Councilmen inspected power plant generators from two different companies during a special meeting Monday pight. Harkey, 33, resides in Meadowbrook, Route 1, Bethalto, with his wife, the former Donna Cox, and two children.

He is a member of First Southern Baptist Church. "I am opposing Robert Bottoms in Saturday's election," Harkey said. "It's nothing personal, but I believe Meadowbrook should be represented on the school board." Barker, the youngest of the Bethalto candidates, is 28 years old and has resided in Bethalto for more than five years. He and his wife, Glenda, and their two children make their home at 317 S. Walnut St.

A research laboratory technician for Shell Oil Wood River, Barker is presently attending Southern Illinois University, Edwardsville, and will receive a degree in Chemistry in June. "I believe I have a general knowledge and an interest in education," he said. By serving on the board I can serve the community. I have haci some training in the field of education and I believe I am qualified to serve as a school board member." The other candidates, Bottoms and Martin, were not available for comment. Voters in the Bethalto School District will vote in four precincts: Precinct 1, Forest Homes Elementary School; Precinct 2, Cottage Hills Elementary School; Precinct 3, Bethalto East Elementary School; and Precinct 4, Meadowbrook Grade School.

No plans have been developed to date and the board agreed to let Worden come under the jurisdiction of the Madison County zoning law on May 15. Ebert Groen, R-Pekin, says he is going to oppose a bill filed last week in the House for a $28,645 stipend to the widow of Cook County Circuit Judge Walker Butler. He said he will regret taking his stand. "He was one of my closest friends one of my confidants when I first came to the Legislature. I loved the man and I hate to do this. But this is a matter of principle," said Groen, who is chairman of the Pension Laws Commission.

Groen's "principle" is that public officials ought to be cut" from the payroll when they die. Past practice in Illinois has been to award to the widows the balance of the salary to which deceased judges and legislators would have received. This was amended last year when news stories disclosed that the widow of one Southern Illinois judge was to have been given over $90,000 to cover the salary her husband would have received until the end of his six year term. New amendments reduced the amount to about $10,000. Gov.

Richard B. Ogilvie signed the changes last Oct. 1. The new rules allow a salary stipend from the time of death until the end of the calendar year. One contends that the state into an obligation for a stipulated period of time their term of office when a judge or legislator is elected. A second argument is based on humanitarian needs. It is contended that widows often have immediate need for reasonably large sums of money to cover funeral arrangements and burial rites. Groen and others are at a loss to figure out how this system provides an immediate infusion of cash, particularly when widows can begin receiving pension benefits shortly after their husbands die. Appropriations for widow's stipends are handled like most other pieces of legislation -slowly. Take the case of the widow of the Southern Illinois judge.

A bill appropriating the balance of her husband's salary was filed April 22, assigned to the House Appropriations Committee and reported out with a "do pass" recommendation May 12. A month later June 12 to be precise the amended version, giving her $10,167.67, passed the House and was sent to the Senate where final approval came on June 21. Ogilvie's signature approving the bill did not come for another 13 weeks. The process is not geared to put money immediately into the hands of a destitute widow. Groen would like this to be ended for everyone, the wives of legislators included.

"I think it (this practice) applies to any public employe. It should apply to the governor. It should apply to the elevator operator."
