At Clarendon I The time wu when the old political aphorism was eminently applicable to this people that the best government is that which governs It is true of every government, while the people are in a transition state, and S3 lung aa the popular energies are compelled to exhaust themselves in material industrial pursuits. To a people just emerging into nationality, or reou per ting from a great political convulsion, almost any form of government is acceptable, that does not interfere with its material prosperity.

An exhausted or an impoverished people cares very little for anything else than recuperation and gain. But when it reaches that point where it has a surplus of energy to expend upon politics organic change, it straightway begins to make preparations for revolution, or in default thereof to degenerate into faction and corruption. If the government be strong enough to restrain and control the spirit of unrest which ever follows the material prosperity of a nation, and to defy organic change, then it straightway begin to be corrupt The history of every nation corroborates this, and nous more strongly than our own. During the quarter of a century immediately succeeding the revolution, we were an honest, law-abiding and patriotic people, simply from emaustion and an absolute necessity of development. Our growth was so rapid, and so ex toe world the great destroyer of disease, snd in New York.

The full exposition of the great political problem which is involved in the struggle now going on, never could have been had peacefully; it could never have been worked out by the peaceful agencies of partisan or legislative action. The development of the country was so clearly in favor of the North, and the political sentiment of the country was so rapidly arraying itself in opposition to the South, that it was forced either to an ignominious failure of its cherished ascendency, or to open war.

Iu choosing the latter alternative, the South seemed to be prompted and guided by destiny, prayers for peace, and the return ot she loved ones to the loving ones at home. MRS. War has speedily accomplished what the North could never have hoped to do in a condition of peace it has practically destroyed slavery, and politically abolitionized thewhole country.

The first gun which was fired at Fort Sumter, inaugurated a dual struggle, one military, and the other political. Both have gone on ever since by a (sort of inductive process. The military contest has been the pioneer, and has slowly but surely broken the physical opposition which it has m-'t. Following close behind it, and having its chief power in the stern aiguments which campaigns carry with them, has come the silent but no less Important, revolution of sentiment, and the reluctant conviction which is slowly receiving its exposition in those localities which we have reclaimed from the Southern military control. This revolution has already taken place in Maryland, West Virginia, Teuaesso, Missouri, aud Arkansas.

It is rapidly going on in Louisiana. It is a remarkable tact that freedom invariably follows our armies. A new struggle is impending in Kentucky. Encompassed on all sides by a growing sentiment of emancipation, it is being drawn on to a like destiny, unwillingly but irresistably. Slavery dies harder there than in any other of the re-claimed States, but its doom is sealad.

The struggle against it, upon the part of the political fossils of that State is more than idle it is silly. With freedom upon all its borders Slavery could not exist iu Kentucky; it would not be desirable. We look wi great interest for the result of the complication in Kentucky. It is fraught with danger, it may result in bloodshed, but the final issue of ultimate emancipation cannot be averted. If we succeed in putting down the rebellion, there never will be occasion for any more bloodshed in this country upi'U the subject of slavery.

I Ufouuded Charges. On Saturday. Air. R. E.

Fenton defended Mr. II. A. Risley of Baltimore, agent there of the Freedmcn's Department, from the attack made upon him in the House some time ago. The was violent, and it turns out to have been grossly unjust.

Mr. Risley was charged with granting permits to transport goods to ths South to go within the rebel lines. Theimplication against him was that for money he had been guilty of treasonable conduct One could not frame a more serious indictment against any man, yet Mr. Fenton, Mr. Waahburne and Mr.

Pryor stated that the charges against him were wholly without foundation, and that he is a man of high-character. For many years have I suffered from one of the most annoying and debilitating complaints that the human family can be afflicted with, Chronic Diarrhea, Daring the long til me I was suffering from this disease, I was attended by regular physicians, giving me bnt temporary relief.

The cause seemed to remain until I was induced to try Hoonand's German Bitters. After the use of a few bottles of that valuable medicine, the complaint appeared to be completely eradica-ted. Whatever you do, my son, do not come home; your safest place now is with the regular army. These reports you hear about Southertr-soldiers being about here are all false.

Mbssbs. Jokks A Bvahs Qxhtlbmbk My mother in-law has been so greatly benefited by your Hoof-land's German Bitters that I concluded to try it myself. I find it to be an invaluable tonic, and unhesitatingly recommend it to all who are suffering from dyspepsia. I have had that disease in its most obstinate form flatulence for man years, and your Bitters has given me ease when everything else had failed. Tours truly, JULIUS LEE.

From that well known citizen, the HON: JACOB BROOM. HON. JACOB BROOM. HON. JACOB BHOOM-HON.

JACOB BROOM. Phixabklphia, Oct. 1868. Gbbtlbmxb In reply to yonr Inquiry as to the effect produced by the use of "Hooflind's German Bitters" in my family, I have no hesitation whatever In saying that it has been highly beneficial. In one instance a case of dyspepsia, of about thirteen years' standing, and which had become very distressing, the use of one bottle gave decided relief, the second effecting a cure, and the third, it seems, had confirmed the core, for there has been no symptoms of its return for the last six years In my individual use of It, I find It to be an un equaled tonic, and sincerely recommend its use to tbe sufferers.

Truly yours, JACOB BROOM, No. 1707 Spruce street The following well known reverend gentlemen have acknowledged in writing the great benefits they have received from the use of these Bitters- Such testimony mast certainly convince the most skeptical Rev.
