General Evarts has forwarded to the President his opinion upon the operation of the eight hour law in regard to the compensation of employees. He says that the law of equality, which heretofore regulated the wages of government employees, requires that they shall receive the same compensation for the name labor as is paid in private establishments in the vicinity. I venture to say that he was never in any position, for any length of time, that all, down to the most subordinate clerk or office boy, did not become attached to him. He shows an interest iu all with whom he is surrounded, and endeavors to help them forward in the world; and this not from any motive, but because it is his nature to do so. Another trait of his character has been to always recognize those he meets, even to the printer's devil and what is more satisfactory to a subordinate than to receive such recognition from a superior. Mr. "Weed has always had a kind and encouraging word for every one.

His nature lias been full of sunshine and and he has devoted many years of his life to performing acts of kindness. Since coming to New York, for example, his private rooms at his newspaper office or at the Astor House have been constantly visited by needy applicants for help and assistance. Before his departure U.r Europe he used to devote several hours every dav listening to the tales ot misfortune related by' applicants with letters to him and in at-te'mpting to find employment for them. (Jo and see Mr. "Weed." was the response which the poor and needy very often received on applying to others tor help.

Mr. Weed is constantly giving to charitable and other purposes in a quiet manner, l'or example, he made a donation of $0,000 last year which was unknown to the public. Mr. (Sheldon, the publisher, who was acquainted with him in Albany, informs me that he never refused a beggar's appeal, and very many times gave the last cent in his pocket to the hand extended for assistance. On one occasion, in early life, when he himself was in poor circumstances, he started down town with five dollars, to purchase some groceries and meat.

The problem which they had to solve was how to decrease the gross expenses without diminishing the receipts. Negotiations have been pending for months, with a view to making an actual consolidation of the capital stocks of the companies we have named.
