From ihe Wateiiown Journal Eitra, of May 13. This morning, at three o'clock, a fire broke out in the renr buildings of the American Hotel or the back store of L. Paddock, uncertain which, and in a very few minutes, owing to the explosion of some inflammable substance, the adjoining build ings were in flames. There was a gentle breeze blowing from the southeast at the time, which conducted the fire up Arsenal and Court streets On tbe former it extended on both sides so far as to include the stage barns and buildings adjacent. The deatrustiou is appalling, far exceeding any thing Jefferson County has experienced before. At first the supposition prevailed that the Sre was the work of an incendiary; but we are happy to state, for the credit of our village, and human na ture, that it probably arose from the spontaneous combustion of some kind of chemicals, stored by Mr.

Urnggist Camp, in Paddock's back store. The heart of our village is iu rnins; and where the buildings were of better order it ia difficult te discriminate, but we cannot forbear mentioning that the Iron Block, put up last season at great expense by N. M. Woodruff, is matter of gen eral regret, as it was a real ornament to the place. The remains of a human body were found where some stage carriages were burned, suppo sed to be those of a frail sister who had been relu sed admission during the evening, where she had called lor loogiugs.

Some six or eight horses were burned. Tne progress of the flames was so rapid that ths loss of Goods among the merchants must be very great, as most of theiri had reived their Spring supplies. The old brick building, formerly owned by Silas Marvin on the west side of Washington street, as a hat store, had just been purchased and torn down by L. Paddock. The vacant spot thus mads prevented the further progress of the destroying element in this direction.

But for this fortunate circumstance it is believed the whole central part of our village would have gone by the board. We cannot present a better idea of the extent of the fire to those at a distance, who are unacquainted with our localities, than to state that the following blocks, buildings and establishments are numbered amoiig the missing: The American Hotel and all its out buildings. All Paddock's stores on Washington street. All Fairbanks Block, and store beyond. All the block of stores opposite, on Court st.

Woodruff's Iron Block. The Episcopal Church. The Columbian Hotel. The Northern State Journal Office, total loss, $3.000 liiBiired $1,650. Nothing was saved from the Journal Office except the books, Measures will be immediately taken to furnish its patrons with a paper.

For the present its business will be conducted at the store of Messrs. Knowlton. Rice Si- Co. The Democratic Union Office, loss $1,5200. Messrs.

Stevens A Haddock, of the Union, hope to get to work in two weeks. For the present, ey are in Cory's Block, a few doors east of Perkins' Hotel. The Priuting Office of Joel Green. It has been divested of much of its terror since its last visit to this country, if judiciously treated at site proper time, has been found to yield readily to medical remedies. Wheth we have the Cholera or not, the general health of out citizens will be greatly promoted by the abatement of the many nuisances which exist, and by other measures calculated to lessen the disease producing causes which are found in every city.

We trust that the eflbrts of the Board of Health will be cheerfully and promptly seconded by all. OZT The Oswego Daily Times, of the 12th, says that the subject of granting licenses to tavern- keepers and grocers has been discussed before the Common Council, and for some days engaged much public attention. "The Council decided the question last night in favor of granting licenses by a vote of to 4. A stated session of the District Court for the Northern District of New York, commenoed in Rochester yesterday Hon. AXTUD CoNKTUKO presiding. The Democrat says that it being ascertained that no issue of fart was ready for trial, the petit jury was discharged. A large amount of business is before the grand jury, as appeared from the very interesting charge of the Judge. The Court was ocenpied with several cases of seizure under tlie revenue laws.

In one of these cases, in which a decree of condemnation was passed, one hundred and fifty-seven bales of wool ore in volved. The wool was seised by the Collector of Customs st Buffalo, snd is worth about seven thou-1 send dollars. Notice wss given of a petition to the Secretary of the Treasury for a remission of the forfeiture. Aa mder waa granted upon the application of the petitioners, staying the proceeds of tbe sale of tbe wool, in the hands of the Marshal, until the decision of the Secretary shall be made known, or until the further order of the Court. A large numlier of witnesses were sworn tn the complaints before the grand jury.

It is probable that the grand jury will be occupied until yriday, when the Court will ad journ. This is the first stated session of the District Court which has occurred since the appointment of Palm er V. Keli.oog, Marshal. Several of his deputies are in attendance, who have already given evi deuce of capacity and activity in the discharge of their duties. At a meeting of the Buffalo Dramatic Company, held inhe Green Room on Tuesday, the 15th Mr.

L. D. Ross was called to preside, and John T. Lortoh appointed Secretary. The object 'of the meeting having been stated by the Chairman, on motion a committee of three, vis: Messrs.

Perrt, Checssrouoh and Linden, were nominated to draw up resolutions expressive of the st-uiiments of the meeting, who reported the following: Resolved, That we, the members of the Eagle street Theatrical Company, having heard with feel-iniis of unoualified reeret of the (fontli nf mi warm friend and brother actor, Da Marble, take this method to express our heartfelt sorrow at being at once deprived of one who was an ornament to his profession, a true friend to his profewional associates, and who in all the varied duties of an arduous pur suit ever maintained that true regard which in his enlightened estimation was due to his brother man." We find in the last Philadelphia Inquirer the annual report of the Managers of the Apprentices Library Company. From it we learn (hat during the year 21,931 books were loaned to boys, and 6.410 to girls. In the Boys' Department, there were 706 new applicants in the girls', 159. Average number of boys using the Library, 700 girls, 214. Eighteen new members have been elected since the last annua report.

It is believed that the condition of the Library and its prospective usefulness are not less gratifying to ibi friends than in former yean. Such institutions are calculated to exert a very bene-icial influence upon the character of youth, their morals and prosperity in after life; and hence it is suggested that similar institutions should be established in various parts of the City and Districts. The great mass of the people throughout the count and in the city, too, we have no doubt, look with min gied contempt and disgust upon the whole matter.

The only questions in which they feel tbe slightest interest are, was the mob of a violent character? did it threaten destructive consequences? was the employment of a military force absolutely necessary for its suppression? If all these questions most be answered in tbe affirmative, there is no more to be said. The loss of life all will deplore, and such loss is made more deplorable by tbe fact that many innocent persons are among the suflerers. Bat better so. better that five hundred bad been killed, than that the oity should be given up to the uncontrolled fury of a mob. It is alleged that many most prominent among the mob were mere youngsters.

So snach the worse, aad so ranch the greater necessity of repressing it at once and showing by a salutary, though severe, example that mobs will not be tolerated. It is also said that the whole difficulty might have been obviated if Macrkad had not persisted ia paayiag; that there was reason to apprehend an Utburst, and that the part of prudence was not to provoke it. In California the evils resulting from the fact that no form of goveinwssnl in that territory was provided at the last session of Congress, will be felt less oppressively on account of the search for gold constituting tbe chief business of its population. If the best possible form of government bad been provi ded, but little heed would be given to it, and if the military Governor sent out there, with the forea at his command, can succeed in preventing great disorders, and giving tolerable protection to life and property, the event may prove that the omission of Congress is not much to be regretted. The people of California, during the season of uau earner, craiptuwr em to luiermit meir gold hunting, have tamed their attention to the formation of a provisional government, as was done in Oregon.
