Incineration PUms would eventually pay for themselves through the sale of by-products, leaving only approximately 25 per cent of garbage and refuse to be placed in landfill areas. a of the new state law which becomes effective ril is one of the strongest efforts toward regulation of refuse disposal undertaken by the state. Prior to passing the law, regulations governing the control of refuse dumps were limited to two paragraphs in states statutes.

Rules and regulations provided by the new law were drawn up after study of established practices of dump operations in other areas. Hallcnder enforcement of the law would be no easy job. Individuals and municipalities desiring tooperate dumps will have to be registered with a state office and licensed before enforcements procedures can be undertaken. Theodore Mikesell of SWIM- APC said that landfill is the only complete system of refuse disposal and all other methods leave a percentage of residue which must be put in landfill areas. He added that in 1963 alone a i a collection and disposal costs in Metro-East amounted to S754.224.000 and in Madison County is more a S220 000 Clifford asked a number of officials present if they would make themselves available to serve on a steering committee to study the problem and said he would ask Harold Landolt and the county board of supervisors appoint members to conduct a survey of the area to ease the problem.
