ANDERSON Hugh Campbell, Auct, chas. Gallatin, Clerk Bike Riders Are Usually at Fault in Accidents bike riders In accidents with motor vrhirlr.s arc violating traffic hr.vs. "In four out of five arridrnis, the bicycle rider violating law," the National Safety Council asserts The fnct was one of many obtained from a Council study of the cir- ciinistancL'w of ficddent.s in the United States. Forty-two states took part in rho. fjf.udy, nnd provided this information: 1.

Between 400-500 bike riders are killed eneh year in accidents with motor vehicles. More than bike riders suiter disabling injuries. 2. More thnn eight, out of 10 victims are under Ifi years of ORC. 3.

Nearly nine out, of l(l are males. When do bike accidents happen? 1. Seven out of 10 occur during April-September. 2. Seven out of 10 occur during daylight hours.

3. They occur most, often on Saturday, least often on Sunday. Strangely enough, the Council pointed out, in one accident In three the bicyclist struck the motor vehicle. The 42 states taking part, in the study rejected almost unanimously a proposal that bicyclists ride on the left side of the street facing traffic. The states surveyed favor bicyclists riding on the right side, and following all rules and regulations pertaining to other vehicles.

Riding on the left, side of the street, the study indicated, is more hazardous than riding on the right side. What suggestions does the Council have to keep bike riders safe? 1. Obey traffic lights and signs qre for bike riders, too. 2. Stay oir the right.

Ride with traffic. 3. Ride single file. Never zigzag. 4.

Make sure your bike's in good condition. 5. When traffic is heavy at a corner, get off and push your bike across the street. Stay within the crosswalkfi. 6.

Don't, ride your bike at night unless you have to. And then, sure your bike has a light and rear reflector. Wear clothing that, is light colored or that shines in the dark so you can be seen easily by motorists. DEATH TOLL HEADS UPWARD ON STATE ROADS Following a comparatively sate three months, traffic deaths on Missouri streets and highways have soared since April 1. During the first quarter of this year the death toll in automobile accidents reached 181 fatalities, only 9 over the number of people killed in the same three months last year, April marked the beginning of an upsurge in the death toll.

There were people killed on the first day of the second quarter this year, making April Pool's Day the most deadly in traffic since the day be- tore Christinas, when 10 people were killed. In the first 97 of 1959, 205 traffic deaths had been recorded, an average of more than 2 each day. In the same number of clays last year only fatalities were on the record books, On April this year, Col. H. Waggoner issued a traffic safety warning to motorists and pedestrains saying, "As weather comes to Missouri, traffic fatalities will rise unless extreme caution is used." His- warning went unheeded, as the first week of April was one of the most deadly recorded in Missouri in recent months.

There were 24 killed in traffic accidents by midnight, April 7 compared to only 12 deaths in the first Michigan's money troubles, while worse than those of other states, also are symptomatic. Some say the reason for the plight of tiie states is extravagance, Others argue that, higher state budgets are the inevitable result of population growth. But the fact is, the Chamber notes, that total state expenditures increa-sed from about $7.1 billion tn 1946 to about $24.2 billion in 1957. Meanwhile, state debt rose from $2.4 billion to $13.7 billion over the nine period So, the search for more revenues IE on. A few states are considering new sources of tax money.

But, according to the Chamber, Increases are most likely to be asked in the areas of personal income tax, general sales taxes, and taxes on motor fuels, tobacco and alcholi beverages. At this point, the Chamber notes, the States are rediscovei'ing an un- plesant face-Uncle Sam has fingers in nearly all the state tax pies. For as he responded to demands for more and more federal aid and other programs of assistance to the states, he, too, had to find new sources of revenue, reducing the income available to the states. There may be a brighter side to this picture, says the Chamber. For as more of us realize that federal aid isn't "free money" after all, the pressure for this kind of federal spending, may ease up, permitting Uncle Sam to remove himself from some of the states' tax preserves, and thus permitting them to finance their public works, welfare, school and other programs without federal assistance SHAKESPEARE WORKS SET STRATFORD, CONN.

The New York Stale tax boost is a straw in the wind Social Security QUESTIONS and ANSWERS by Thomas C. Jurjevich Q. Q. My husband, a minister, keeps telling me of the Importance of social security income in planning for our retirement years. What kind of records do we have to keep to assure ourselves of this income? A minister who has chosen coverage under social security pays his self-employment tax each year when he files his tax return.

All of a minister's income, minus his ministerial are reported on his income tax return. For social security purposes he includes the value of his home if he is furnished with one. A minister should keep records of the income he receives not only from the congregation but also for services performed at weddings, funerals, and christenings. How can a self-employed person benefit by keeping accurate business records for social security purposes? Your monthly social security benefit is based on your average earnings under social security. The only way to be sure of your correct self- employment earnings is to keep good records of your business and file accurate tax I own a small hardware store.

May I voluntarily pay the maximum social security tax in order to avoid complicated record keeping? No. The amount of your social security tax must- be based on your net profit. In order to compute your actual profit you are required to keep records of all business income and expenses. Accurate reporting of your net earnings will insure the speedy receipt of social security benefits when you retire. Someone told me that if I have a profit of more than $400 a year from my business I must pay social security taxes.

Is it necessary to figure the exact profit, or will a reasonable estimate of my profits be acceptable for social security tax purposes? Estimates are not acceptable in determining f.he amount of your self-employment tax. The Bureau of Internal Revenue requires that you keep an exact record of all business income and expenses in order to compute the proper income and social security taxes on your net profits. Q. I recently opened a dry cleaning store. What, records must I keep for social security purposes? A.

Social security benefits are based on a person's average monthly earnings or wages. You should keep records of income and expenses. Thus you can prepare accurate self-employment tax returns and get the correct amount of social security credit each year. Q. I am a woman and have always worked under social security until two years ago.

I will be 62 at the end of this year; however, my neighbor tells me I should wait until I'm 65 to file for benefits. Is this true? A. When you reach age 62 you should contact the social security office. They will determine for you how much 1 you will draw at age 62 and how much if you wait until age 65. You can decide for yourself when you wish to file for benefits, in any event, don't accept your neighbor's word as final, but rather contact your social security office to determine how social security effects you.

The Constitution-Tribune A Chilllicothe, Mo. PAGE WEDNESDAY, APRIL 22,1959 LET DOCTOR TREAT FACIAL MOLES By ALICIA HART NEA Beauty Editor Facial moles were once regarded as beauty marks. But not many women feel that way about them today. Most women feel that they are beauty blemishes. Fortunately, moles can be removed easily.

But this is a job for your doctor. He will tell you which moles can be removed safely The whole process, as it's done now, involves only two or three visits to the doctor. Gradually, the moles change color and disappear and the skin is restored to its usual pink smoothness. For women who feel that moles are a real handicap, this is a blessing and worth the investment in both time and money. It makes the whole matter of make-up sim- ple but even more important, it gives a woman a new feeling about her own appearance.

A word of caution, however: this is a job for your doctor and you must be guided by his advice. This is the time to get your spring wardrobe REALLY ready to wear. If you have skirts or dresses that should be shortened, take them to a tailor now. Check over your shoes and see which need heel lifts and which simply won't do for one more season. Make a note to buy one white hat to pick up your spring clothes.

Look over your gloves and see if you don't need some new ones in vivid colors. Consider the possibility of pastel hosiery. Check over your lingerie and make certain that you've the right slips, bras and girdles for each dress or suit in your wardrobe. What about blouses and shirts? They can do wonders in refreshing a tired suit. False eyelashes are fun and they can change a girl's whole attitude toward an evening out.

They can make her feel self-assured, like a real, genuine femme fatale. And they're easily applied. But don't decide that just because you look great in them during the evening, you should wear them in the daytime, too. This is just too much. The girl who carries on like a siren all day is likely to be tiresome.

Wear false eyelashes, eye shadow and gold nail polish in the evening. But next day, switch to natural make-up and pale polish. FRANK W. BAKER IS ABOARD DESTROYER PACIFIC FLEET Frank W. Baker, machinist's mate second class, USN, son of Mr.
