Craig and running mate Del. Jeannie Haddaway have each paid fines of $1,000 for violating a law prohibiting fundraising during the 90-day General Assembly session, according to the State Board of Elections. Jared DeMarinis, the board official in charge of election law compliance, said the Craig-Haddaway campaign for the Republican nomination for governor sent out a fundraising solicitation one or two days after the session started in January with the combined campaign logo and Haddaway 's picture on it. As a county official, Craig is free to seek donations during the session. Haddaway, as a Craig said Friday the campaign failed to remove a donation link from a policy-related newsletter it sent out.

He said the campaign reported the matter to the board itself in the course of checking to see whether it had acted properly. The candidate said Haddaway has been allowed to participate in the campaign's fundraising since Feb. 21, when the ticket filed for public financing. Joseph L. Duncan R. Ober, age 84 of White Hall, tiAr naccoH qaq Ti iqc. Philip w. Scarff Philip Walton Scarff, 63, a lifetime resident of Harford County, passed away surrounded by family on March 4, 2014 after a long battle with cancer. He was born on October 7, 1950 to the late Ruth Nelson Scarff of Fallston.

He attended North Harford H.S., Harford Comm. College Towson University. He retired from Becton Dickinson in Hunt Valley after 34 year career. Phil was a life long member of Ebenezer U.M. Church in Falls-ton where he sang in the choir and served on many committees.

Phil also sang with the Deer Creek Chorale until his illness became too much. Phil was an avid Oriole Ravens fan. Phil is survived by his loving wife of 40 years, Pamela A. Scarff (nee Stewart), his daughter Melissa Scarff Aponte her husband Rich, his son Jason W. Scarff his wife Stacey, two granddaughters, Cheyanne Aponte Alexa Scarff, one grandson, Garrett Scarff, his father-in law, Harold Stewart, brother-in law, Arthur Stewart, his sisters, Rose Scarff, Rachel Crockett, Joy Stoermer, Regina Higgins, his brothers Edward Scarff his wife Sharon, Bennett Scarff his wife Gennie, Ralph Stafford his wife Ramona, and Allen White, lots of nieces, nephews, cousins friends.

John is survived by his loving wife Jessica, A ffflday, March 4, 2014 at Jbjgjllpper Chesapeake Medical Center in Bel ji HAir, Md. Duncan was born on January 19, 1930 in Norrisville, Md. to the late Moses M. and Grace M. (Baker) Ober.

He was the husband of Beulah L. (Poe) Ober. Duncan retired from the former Waganer Construction Company in Freeland, as a carpenter and was a member of Norrisville United Methodist Church. He liked fishing and in his earlier years he enjoyed hunting. He also enjoyed playing croquet and badminton, and loved being with his family.

In addition to his wife of 64 years, Duncan is survived by his children, D. Robert Ober, Jr. and his wife, Judy of White Hall, Carolyn K. Hulshart and her husband, Ed of Stewartstown, Scott G. Ober and his wife, Sue of Felton, and Melinda A.

Funk and her husband, Tim of White Hall, Md. He is also survived by nine grandchildren, six great grandchildren and a brother, James T. Ober and his wife Pearl of Lutherville, Md. He was preceded in death by seven siblings and three infant children. Viewings will be from 1 to 3 pm and 6 to 8 pm Monday, March 10, 2014 at J.J.

Norma L. Brainard Norma Louise (Catlin) Brainard died peacefully surrounded by her family on March 3, 2014 at her home in Tucson, Arizona. She was 90 years young.

Gary R. Wilson Gary Rogers Wilson of Aberdeen died Monday, March 3 at Lorien at Bulle Rock. He was 78. Born in Baltimore, MD he was the son of the late Harold R. Gertrude (Keller) Wilson.

Mr. Wilson retired from Tidewater Express Line, was a member of Reformation Bible Church and was a veteran of the Army National Guard. He is survived by his brothers, Dennis Wilson of Aberdeen and Douglas Wilson of Havre de Grace and his sister, Linda Severn of Rising Sun. In addition to his parents he was predeceased by his sisters, Roberta McCauley and Patricia A. Wilson.

A visitation will be held at the Tarring-Cargo Funeral Home on Thursday, March 13 from 6-8 pm where funeral services conducted by Rev. John McKnight will be held on Friday, March 14 at 10:00 am. Johnson James Samuel Johnson, 81 years, of Port Deposit, MD, died Sunday, March 2, 2014 in the V.A Maryland Health Care System of Perry Point, MD. on Tuesday, March 4rh rv4, 2014 at Kindred Hos-H pital in El Paso. He was ItHH the husband of the Ma 1933 in Marion, NC, he was the son of the late Harry E. and Lola Coe Johnson. Jim was Born in Cleveland, Ohio on May 5th, 1923, she was the daughter of the late Norma Louise and Edgar Alton Catlin. She graduated from St.

Joseph's Academy in Cleveland, Ohio in 1941. She married Lt. Harold Vincent Brainard on September 3, 1941 in Fayetteville, North Carolina and they remained married until his death in May of 1988. Norma was a homemaker until the 1970's when she accepted a position in fashion retail at The Princess Shop in Bel Air, Maryland. After 20 years in retail, she retired in 1993 as the General Manager of the Fashion Bug in Edgewood, Maryland.

During her lifetime she was a resident of Cleveland, Ohio; Littleton, Colorado; Bel Air, Maryland and most recently Frederick, Maryland. She moved to her daughter Judith's home in Tucson, Arizona in December of 2011 preferring the sunshine over the cold weather of the East Coast. Aside from her family and career, Norma had many interests. She enjoyed travelling, gardening, reading, playing pinochle and crossword puzzles. Her greatest love was animals of all kinds.

She was a lifetime member and donor to the ASPCA. She cared for three Doberman Pinschers in her lifetime Shotzie and Zoey. She loved them dearly. She was preceded in death by her husband Harold Vincent Brainard, her son David Harold Brainard and her sister Phyllis Rae Rademaker. She is survived by her children, Judith B.

Hoagland of Tucson, Arizona, her son Philip J. Brainard of Aberdeen, Maryland and her daughter Kathleen Moreland of Frederick, Maryland and their families. She was a grandmother to nine and a great grandmother to 4. Norma lived a wonderful, full life and the family would like to send thanks and love to her caregivers Trudy, Maia and Tere. She was born 1 -Clawson, Ml on April 25, 1931 to the late Hazel Beatrice and William Ora Fetterly. She moved to Tuscaloosa, AL in 1940 and after graduating from Big Beaver High School, she enlisted in the Army in 1947. She married the late Andrew M. Andrews, Jr. in 1951 at Fort Macpherson, GA.

An avid painter, Marge was active in the Harford County Artists Association during the 1970's and her oil paintings could frequently be found on display in banks and county offices. She was a member of St. Margaret Catholic Church and from 1953-2009, helped her husband at his dental lab, Bel Mar Dental Labs. She greatly enjoyed her family and gardening at her home. Mrs.

Andrews is survived by her sons, David M. Andrews and wife, Sandra E. Stetler, of Darlington and Andrew M. Andrews of Essex; daughters, Theresa Trimble of Gage, OK and Annette Shevick of Hollywood, FL; brothers, Steven Fetterly of Seaside, CA and Michael Fetterly, of Independence, MO; grandchildren, Jeremey K. Andrews, David M.

Andrews II, Colin J. Andrews and Matthew S. Andrews; and great-grandchildren, Jeremy K. Andrews II and Harley R. Andrews.

Army veteran. Mr. Francis worked in several different fields during his career including a time with Benfield Electric in Forest Hill. He was a graduate of the Baltimore Culinary Institute and retired from the Harford County Detention Center as a chef. He was a Godly man and devoted much of his time in retirement to visiting others in nursing homes and veterans hospitals both in Maryland and in Texas.

He worshipped faithfully at the Harvest Christian Center Assembly of God in El Paso. Mr. Francis is survived by three children, Robin Joines of Street, MD, Philip B. Francis of Rising Sun, MD and Rachel Holly Adams of Forest Hill, MD; six grandchildren; two sisters, Guila Francis, with whom he resided in El Paso and Zane Anglin, also of El Paso; and one brother, Robert Francis of Kingman, AZ Funeral services will be held on Saturday, March 8 at 1 :00 p.m. at the Harkins Funeral Home, 600 Main Street, Delta, PA.
