Grand Jury in Attack on Key Clubs DES MOINES a report condemning key clubs, the Polk County grand jury has indicted six persons in DCS i charged with violations of the law liquors. "Much of the crime today is traceable, (o its origin in many of our present key dubs," the grand jury said Friday in summing its findings resulting from a secret investigation by state agents at the request of DOS Moines Police Chief Howard Eide. Future Corruption "Most key ctubs as they now exist are rendezvous for criminals and a temptation for a lot of youth who go to these places," the report continued.

"The Polk County grand jury feels that many of the key, clubs could provide a source of money for graft and future corruption and there is a great need for the Iowa Legislature to amend the present liquor law for one that can be enforced." Chief Eide said he asked the Slate Bureau of Criminal Investigation last week to conduct the secret probe because Des Moines police officers are well known to tavern and key club operators and stale agents could buy drinks "where we coudn't." New Regulations Eide said a controversy between the county and city here over adopting new regulations to curb key clubs developed alter he asked the state bureau to investigate and this "almost upset the apple cart." However, the grand jury commended the County Board of Supervisors and the Des Moines City Council on adopting the regulations, which require 'key clubs to close for the consumption of liquor when taverns are closed and to keep their opea at all times.
