1 Americans incurred $5.1 billion in new debt in December but increased their monthly loan payments only slightly from the month before, the government reported. The Fed said the annual expansion rate was 11.5 percent in December, somewhat above the 10.8 percent annual rate in November, when consumer borrowing jumped $4.8 billion. At the same time, the Fed said October's strong surge in borrowing was even bigger than first thought, $8.4 billion instead of $8.13 Kodak, facing declining profits, plans to fire 13,000 workers, cut top managers' salaries and review its bonus program for employees in an effort to reduce costs. The photographic giant said it intends to reduce its worldwide work force of 128,950 by 10 percent in 1986, affecting all job levels including management. The budget ax fell just one week before Kodak was to release its 1985 earnings, which are expected to be down because of competition, the strong dollar, development costs and other factors.

By Kit Smith Advertiser Financial Editor Honolulu's KHNL-TV, Channel 13, is to be sold to King Broadcasting Co. of Seattle, employees of both organizations have been told. The deal, if consummated, would make KHNL, Honolulu's leading independent (non-network) station, part of a well-heeled organization having four network TV stations and six radio stations in the West. A spokesman for one of the present owners, however, called any announcement "premature," adding: "No documents have been signed." And in any event, he said, Federal Communications Commission approval must be obtained. That spokesman is Elliott L.

Cushman of San Diego, who along with sons Stephen and Lawrence has owned 50 percent of the station since 1979. Cushman did confirm that KHNL has been discussing a sale, but declined to identify King Broadcasting as the other party. Reports of a pending sale, with King listed as the buyer, have circulated in Honolulu for more than a week. Even a sales price has been mentioned $20 million. And yesterday Rick Blangiar-di, KHNL's general manager since 1984, said the acquisition had received unanimous approval on both sides.

"I'm extremely pleased," he said, prior to leaving on a Seattle trip. "It's good news for our 52 employees, it's good news for Hawaii." He said King Broacasting has won more "Iris" awards for locally produced television programming than any other TV station in the country. Privately owned King's principal stockholder is Dorothy Stimson Bullitt, now in her mid-90s. She got into broadcasting through purchases of a Seattle radio station in 1947 and the Northwest's first TV station in 1948. Forbes magazine has included her on its list of the 400 wealthiest Ameri-cans.

Chairman Jon Batchelor said the carrier was immediately laying off 400 of its 500 employees and was suspending all scheduled passenger service. He said, however, that charter and cargo service would be maintained. The small, Miami-based carrier which faces scores of lawsuits for millions of dollars stemming from the Dec. 12 charter crash in Gander, Newfoundland, listed assets of more than $14 million and liabilities of almost $32 million in papers filed with the U.S. Bankruptcy Court in Miami.

The DC-8 crash shortly after takeoff killed 248 Army troops who were returning home to the United States for Christmas from peacekeeping duty in the Mideast. Eight Arrow Air crew members also died in the crash. Arrow Air said in a statement the Bankruptcy Court filing would not affect insurance coverage or potential payments related to the Gander crash.
