The city has completed a six-month study of what neighbors want to see at the 102-acre industrial site. While people agree on everything range from a grocery store to an aquarium neighbors overwhelmingly say they want a project that will activate the riverfront and extend streets to an area of the city that is difficult to reach. The former GM site sits on the river, just south of Washington Street and the Indianapolis Zoo. closer to Downtown than Fountain Square, yet trickier to navigate.

Medium to long term, what are we doing to enhance connectivity to Downtown? And what are we doing to develop the river as an asset to the The answers largely will be up to site owner RACER (Revitalizing Auto Communities Environmental Response) Trust, agroup formed in 2011 to clean up and sell 89 former GM plant locations, including the Indianapolis factory. RACER is preparing to issue a call for offers to about 70 development firms. The group hopes to find a buyer by the end of the year.

RACER is starting from scratch after previous proposals fell through. The site was once slated for a seat amphitheater, as well as Marion new criminal justice center. Now, RACER is looking for bids that align with feedback from the surrounding neighborhood, called the Valley, as well as several groups including the zoo and the White River State Park Commission. The zoo, for instance, hopes for a pro- posal that allows it to expand parking. Asuccessful offer could include a broad range of features, including retail, housing and park space.

RACER wants proposals that address broad neighborhood concerns, but is not prescribing any specific elements, such as a grocery store, said Bruce Rasher, redevelopment manager for the trust. degree to which a proposal takes full advantage of the river amenity are the things be looking Rasher said. RACER plans to issue acall for offers in mid- February with a deadline for submitting proposals during the second quarter. The group received four offers for the site in 2013. The economy and real estate market have changed little since then, Rasher said.

expecting that get anywhere from three to five really top- quality Rasher said. Although RACER hopes to complete the process this year, Rasher said it could extend into 2018. RACER and city officials held a community meeting Tuesday at the Edison School for the Arts to present the study. Since the former GM site is private property, the city has no authority over selection process. But the city has been working to ease redevelopment.

Indianapolis in October added the site to its Downtown tax-increment financing district. TIF is a process in which the city issues bonds to pay for infrastructure, such as streetwork and utilities, and repays the money with rising property taxes. Indianapolis could use TIF money to pay for work on South and Division streets, White River Parkway and Oliver Avenue that would improve access to the former GM site and incorporate it into the Valley. Bennett hopes the move will show developers that the city is serious about working with them to revitalize the site. would be hopeful to cast as wide a net as Bennett said.
