A-8 Paul says Big Island safest place in state Immm '3 31 Lb mw i HILO Police Chief Guy Paul yesterday told the County Council that the Big Island is the safest place to live in Hawaii, according to 1983 crime figures. Paul, in a series of five presentations to update the council on police activities, re-, ported: A total of 38 crimes occur per 1,000 residents on the Big Island, which "is the best in the state." According to a state attorney general's report, the comparable figure on Kauai is 43 crimes per 1,000 population. On Oahu it is 46 per 1,000 and on Maui it is highest at 57 per 1,000.

Serious crime murder, rape, robbery and assault fell by 13 percent in 1983 on the Big Island with 4.444 such cases compared with 5,087 in 1982. Both the number of accidents (down 4.7 percent 2,029 in 1983 vs. 2,129 in 1983) and the number of fatalities (down 22 percent 28 in 1983 vs. 36 in 1982) have been reduced under stepped up law enforcement programs. A drunk driving crackdown that started last June has sharply increased the number of per-, sons arrested for driving under the influence.

Before the crackdown, there were 106 arrests. In the seven months after it began, 204 persons were arrested. For six weeks of 1984, there have been 60 arrests compared wth only 26 for the first two months of 1983. But Paul said that despite the drop in fatalities, the ratio of drinking drivers involved in highway deaths remains alarmingly high. Paul said 78 percent of Big Isle traffic fatalities in 1983 were alcohol-related, compared wth a national average of 50 percent.

Systematic task force crackdowns on drinking and drug dealing in Kailua Village are being continued.
