Y'ou will observe that this contract expressly refrains from trenching upon any of these powers. This contract, as framed, leaves the city council to exercise all its govern mental powers in fixing the rates that these parties shall receive from domestic consumers, and determines the manner and methods as to how these works shall be operated for the benefit of the public as well as individuals and to guard against extortion and abuse. One embarrassing question arose in the preparation of this contract, that was in the event that the city council, after using these new plugs which have four times the capacity ot those now in use and which will supply water enough lor a city of sixty thousand inhabitants, allowing 100 gallons of water to each person per day, should conclude to abandon the use to any extent of the other now existing plugs of the city, and about which there should be any law suits.then these gentlemen propose to indemnify the city by furnishing the city with an equal number of lire plugs free of lent, to the extent that the city is held liable, MJIITII. Landing from this pumping station to Maiker, s-quare will be a twenty-four (21) inch pipe -branching from this pipo will lie pipes of proper size to fully rtach and supply all parts cf the city. The whole pipe system will aggregate twenty (fi) uides in length, will be provided with all the usual and necessary stop-gates, special castings, air-valves, blow-off -i, and two hundred (200) double nozzle lire plugs to be located by the city. I cannot conceive any subject that, could engagi the attention of the city council at tins time, 01 more lmpor-1 tance than that which is embraced this proposition. I know you all rec ognize the importanceof it whether you agree in any of the feature of this pro- position, or not.

nat we asK, iir. Mayor and gentlemen of the council, is that you take this proposition and bestow upon it turn consiiierauon as you think it deserves. It is made by solid men, by men who can do what they say, made by men who propose to come aud enter upon the work within, thirty days from the time you make the cjntract. It i made by men who do not ask one cent from ju, or from the city of Montgomery. They propose to in vest over two hundred thousand dollars in this city, com-1 plete these works, erect these water towers, the lire proof buildings pipes, and everything, submit it all for your inspection and approval, and if you say that it complies ith their contract, then you rent the lire plus from then I i-n I for the lirst time they ask you to iy that rent, aud iy what Is a reasonable and tair price for them to charge public a id private individuals for trie water, and to be governed by what you do in these matters.

As tothat feature of the contract which relates to a suit, I desire to say that the 1 try council of Montgomery, when sued In a matter pertaining to the public interest, would stand lua very different attitude from these strangers. Tne city council represents the public, and these gentlemen propo le to indemnify the city council- to the extent that the adoption of their contract would affect the city lluaiiclally.
