Some who helped frame the new law on Capitol Hill say the administration, by delaying the decision to recommend a special prosecutor, has allowed speculation to build over Jordan's alleged conduct at parties on the East and West Coasts. Appointment of special prosecutors for the so-called "peanut warehouse" and Bert Lance cases earlier in the Carter term promptly quieted public anxiety, they say.
