The death of Sir Frederick Rruce, in view of the present relations between tho United States and the government of Great Britain, is looKCil upon as a serious eauimuy. It la not seen how, under the existing temper of ho Dritish nation, exhibited by itd press, Iiq can be replaced. Washington, Sept. 20. The Times special says As an indication of the president's latest temper on the situation of reconstruction affairs, Avitnessjhe following abstract of his views recently expressed in conversation with certain politicians, iio rilled upon him for the purpose of urginu' him to rc-open registration in the south, liti informed them that he could not do so without iumrring certain risk of impeachment; and admitted that tho reconstruction acts confer on clist riot commanders the solo control over registration.

His only power of Interference Avas the remoA'ul of commanders Avhen they failed to execute the Iiiavs in accordance with his views of their legal construction, lie admitted that district commanders Avere acting under direct authority from congress in the performance of a civil duty, and if he should attempt to assume power as coinniander-in-chief to control the time of registration ami holding they would have the right to refuse to obey his orders, and would not be amenable to punishment for military insubordination if they did so. lie stated that the recent promulgation of tho amnesty proclamation threw upon congress the responsibility for depriving legally qualified voters from registering and voting, and he hoped the southern people would appreciate it in that "If any pardoned persons," he continued, "attempt to register and are refused, tho courts are open to them, and they can compel tho military to allow them to register. If they do not do so," he concluded, "the fault of disfranchisement Avill lie with congress," as he claimed ho has done all he could to re- store them to their right. MAUCHE3TER. 19. Quite a serious Fenian riot occurred to-day, resulting in the killing and Avounding of several persons. While a strong pwlice escort aviis collecting the cuians recently arrested in this city to carry them from jail to tho railroad, preparatory to their removal to Dublin for trial, it was attacked bv a mob armed with clubs, stones and lire arms. A desperate battle ensued for a time, when the police, finding themselves overpowered, were obliged to way, and the prisoners were rescued by the mob and carried off in triumph. The city ii now quiet.

One policeman killed "and several others injured. A proclamation was immediately Issued by the authorities offering a reward of three hundred pounds for the recapture of the prisoners. LONDON. London, Sept. 19.

The Atmosphere of a Sick Room. To purify tho atmosphere of a sick, room, keep always on the shelf or the washing-stand, or on the mantelpiece or table, or in a corner of the lloor, a saucer or small sauce-pan, or a shallow mug. filled a solution of chloride of lime In cold water, stiring it up frequently. The proporttou maybe about a tablespoo it'ul of the powder to half a pint of water. Renew it every two or thrje days.

If the room bo large, place on It' more than ono vessel of the chloride of lime. On stirring it, anv unpleasant odor will be immediately dispelled. The onion is a superior disinfectant. Two or three good-sited on tin halves, and placed in a plats on the floor, absorb tho noxious effluvia, which are generated In the sickroom in an incredible short space of time. They should be changed every few (say six) hours.
