studies for which the fellowships are awarded This year represents the 36th annual series of awards made by the foundation Police now have one vehicle for every 525 feet of all of the lanes in all of 35 million miles of streets and roads in the United a highway authority told the annual Road school banquet at Purdue university Wednesday night Pyke Johnson chairman of the Highway Research board Wash ington said the average motorist does most of his drivingin metropolitan areas or on some part of the 800000 miles of roads the interstate pri 'mary fatm to market and ur ban 'highways statement in itself is enough to explain why he spends so much of his time in traffic he declared Since World war II 163000 miles of highway have been added to the total road system but in the same period of time car manufacturers have turned out 264000 miles of motor vehicles bumper to bumper he pointed out "Half of his driving time at peak hours in the inner city will be spent standing behind a red light or a long queue of ve he said striking fact about that statement is that where he has freeways divided limited access road he can travel safely at double the rates of speed as over city streets and when he does the economic Street Project Approved A request for the improvement of Carrollton from Northwestern to Woodland avenue was approved by the West Lafayette board of public works and safety Wednes day No remonstrances were filed or voiced at a public hearing con ducted prior to approving the im provement request Plans for the improvement proj ect call for the addition of gravel where needed and surfacing the street with blacktop material The improvement will be fi nanced by the owners of abutting property under provisions of the city's general improvement re volving fund Board members said the will advertise for bids on the pro posed project in the near future In other action the board in structed A Dan Ruth city and traffic engineer to prepare a map of floodways and the flood plain along the west bank of the Wa bash river as suggested by the Indiana flood control water resources commission The map would indicate re stricted building areas along the river bottomlands and establish where a levee may eventually be Constructed The board also approved plans Water company for an office submitted by the West Lafayette building and parking area to be constructed on it property at North River road and Happy Hol low road Car Damaged In Accident An automobile driven by an 18 year old airmount girl was dam aged about $65 when it was struck in the rear by another car at Sta dium and Northwestern Wednes day police reported The damaged vehicle was oper ated by Judith Kay Rautenkranz Police said the crash occurred when brakes failed to function on a car driven by Natalie Ellis 16 1 which was following the Rautenkranz car east on Stadium No damage was reported to the EUis vehicle and no arrest tick et was issued influence of the community he lives in is LIMITS DEVELOPMENT That is one of the major limi tations upon the development of every community in this country the speaker declared Automobile fatalities are now at about the lowest rate since auto mobiling began Johnson said Where in 1937 there were some 15 deaths per 100 million miles of traffic today there are slight ly more than five That record has been made in the face of mounting exposure every year due to traffic and lagging highway The average motorist has the chance of being involved in a property damage accident once in five years in an accident in which someone is hurt once in 25 years and he would have to drive 1500 years before being in volved in a fatal accident or each accident he is involved in the average cost per vehicle is $100 TAX AVERAGES $103 Today the average tax is about $103 a year which breaks down into an average of $14 for state registration tax $38 for state gasoline tax $5 for lo cal taxes and tolls and $46 for federal taxes on gas oil and re pair parts road improvement can do to cut these costs is almost Johnson declared accidents could be cut in half (and freeways are at least twice as safe as other roads) the sav ing would be equivalent to a gas tax of 6 cents a gallon uel tire and brake costs total about 1 cents a mile more on congested surface roads than on free flow ing expressways That equals a 19 cent gas tax Tljere are other illustrations of lowered costs growing out of highway improve In summarizing Johnson said: Planners To Meet West Lafayette city plan com mission will meet at 7:30 pm Tuesday in city hall to continue the discussion of proposed changes in the new city jurisdic tional area map as recommended by the land use study committee 1 The average motorist has to have roads built to standards ad equate to permit him to move safely comfortably and at the lowest possible cost 2 His major pattern of road use is dictated by the necessities of every day life not by his va cation schedule His shuttle use of roads and streets quickly de velops into a series of short dis tance movements which add up to interstate and transcontinental roads 3 The motorist develops well marked lines of travel either for business shopping or social pur poses When he goes in to the heart of the city he wants to choose his own way of getting there and he wants adequate parking close to his destination 4 His limited income and short distance trips indicate the long range fallacy of any effort to impose tolls on any sections except where natural bottlenecks create a monopoly No roads are free roads today Mr Average Motorist simply can't afford to use toll roads every day nor can authorities finally refuse to give him competitive so called when he is paying for them Attendance at the Road school reached 1025 Wednesday a new record for recent years Trash lames Spread Tree ence Burn ire damaged a utility pole fence and evergreen tree Wednes day at the rear of the Marvin Johnson property 327
