general assembly in compliance with recommendations of the commission appointed by Governor McCray under a 1923 legislative resolution which were submitted to Governor Ed Jackson The commission made a survey of county poor houses in the state and found that the average monthly cost for each inmate was $36 3S and that maintenance of poor houses in fifty eight counties cost annually $559000 Their recommendation of a maximum pension of $25 per month would mean an expenditure of about $250000 per year The senate bill will lie introduced by Scnojpr Janies Nejdl of Whiting who was a member of the commission 1 on August 8 rain and electric storm the men employed in the pit took refuge under a shovel Some were seated The measure which will be presented probably this week in the house by Representa tive A Pittenger of Delaware county majority floor leader represents the admin attempt to carry out an economy plank in its campaign platform and to combine certain boards and commissions and elim inate others PROGRAM ECONOMY The budget appropriations which with other sections of the bill cov er more than sixty pages reflect in almost every item the attempt to minimize expenditures for the fiscal biennium beginning October 1 1925 and to eliminate almost entirely elaborate building pro grams of state benevolent and edu cational institutions EMBRACES ALL BUREAUS It is the first appropriation measure to embrace all depart ments commissions and institu tions Re classifications additions and eliminations make impossible an item by item comparison with the 1923 budget bill However items in the current measure sim ilar to those two years ago show a cut of about $1000000 Many state institutions notably the universities and normal schools and the highway commission form erly maintained by special tax lev ies now must go to the general fund for the money upon which to operate Considering their inclu sion in the budget the committee slashed roughly $15000000 from the original requests of all budget groups KILL SPECIAL LEVIES Continuing levies for Purdue and Indiana universities were eliminat ed and they were given fixed sums for maintenance The combined building programs of the universities and normal schools amounting to about $5000 000 was cut to approximately 000000 Despite the reduction which com piete comparison witn tne budget would show according administration leaders lowering the present state tax rate of cents is highly problematical With the state facing probable decreased taxable valuations of I real estate through re assessment of farm lands this year and with a mortgage exemption increase measure apparently backed by both houses it is possible that the rate may go up a cent or two even though the money to be raised would be less Members of the budget commit tee were Governor Jackson Mr Orr Mr Pittenger Senator Robert Moorhead Chambers and Gottschalk LARGEST The largest quests for appropriations came in the highway department whose $30000000 estimate was reduced to $22000000 with the provision that the expenditures are limited to receipts from license fees and the gasoline tax if less than $22000000 but that if these fees exceed this amount the total of such fees will still lie available for road construction and mainte nance work With federal aid the commission will hate slightly less than $30 000000 on which to operate for the biennium the surface miners the detail made their report to Brig General Denhardt in charge of the woUr and Denhardt immediately sum moned unkhouser head of the geological department
