In two years it will be the H-2 Freeway. Like the H-l Freeway and the controversial H-3 Freeway proposed through Moanalua Valley, this new highway in a few years will be exerting development pressures on the agricultural land through which it will go But the H-2 Freeway is the forgotten sister in highway development on Oahu.

Occasionally the State Transportation Department has brought it up to try to take the heat off the H-3 controversy, but no one has really paid much attention to it. "THE SAME arguments against H-3 could have been used to try to stop construction of H-2," said E. Alvey Wright, State transportation director. Yet while H-3 has been halted by a lawsuit, "design work on the interchanges, bridges and all segments of H-2 has been proceeding briskly," said Wright. 'A11 construction between the Waiawa interchange and Wahiawa is expected to be under way before the end of calendar 1973." OPPOSITION TO H-2 has never caught the imagination of anti-highway groups.

With H-3 there is, the romance of saving Moanalua Valley, and a potential historic-botanic park, from the bulldozer. There's the beautiful Windward pali to protect from defacement by a viaduct. And there's a Windward Oahu to protect from urban sprawl. H-2 goes through hidden fields and across inaccessible gulches. It's only about half the length of H-3, at i miles, and a fifth of the cost, at $150 million.

H-2, however, will have a great impact on central Oahu. Easier automobile access to Mililani Town and Wahiawa will stimulate pressure for further urban zoning of agricultural land, and higher-density zoning for land already in urban use. KAMEHAMEHA Highway now carries an average of 28,200 cars a day in the Mililani Town vicinity. Peak traffic is about 1,200 cars. By 1993 the new H-2 will be carrying 47,000 cars a day, 2,900 of them during the rush hour.

(Kam Highway will still be in use, of course.) According to Wright, "The Oahu central plain, from west of Waipahu out to Waialua, is one of the fastest-growing areas in our State. The population is expected to increase from 53,000 in 1970 census to 84,000 in the year 2000." That growth depends on improved access on H-2. WRIGHT POINTS out, however, that not all of H-2 will be used exclusively for automobiles and trucks. There are plans for reserved lanes for express-bus service to Mililani Town and Wahiawa. Although H-2 is well along in construction, it is not really a highway yet.

It is a graded roadbed from Waiawa interchange to Ki-papa Gulch, where it ends at the lip of the precipice. The State is just about to advertise for bids on the 1.900-foot six-lane bridge ON THE four- lane Waikakalaua Gulch bridge beyond Mililani Town, bids came in more than $1 million higher than the estimated $5 million cost. That span will cost $6milIion now. The first leg of H-2 is scheduled to open next Au-; gust, carrying traffic from Waiawa to the vicinity of Mililani Memorial Park. There a temporary connection will be made with Kam Highway until the rest of the freeway is built.
