Frank Gaines, D- Augusta, said he is turning information over to a Ways and Means subcommittee about the alleged improper use of state cars by the office of Attorney General Curt Schneider. Gaines unleashed a bombshell on the floor of the Kansas Senate, saying he had information that one of the cars of the attorney general's office had secretly been involved in an accident in Shawnee County last July. Machinery Assessment Committees of the House and Senate are expected to introduce identical bills soon which would carry out Gov.

Robert F. Bennett's proposal to reduce by 15 percent the present assessed valuations on farm machinery. Bennett said the Legislature should take the step immediately because farmers in some cases are being charged property taxes on their machinery which are too high. Preference Tax The Kansas Senate voted Monday to remove portions of a bill dealing with income tax preferences, which supporters said would insure that everyone pays at least some income tax to the state. Opponents argued that the tax would unfairly apply to both the wealthy and those on fixed incomes.

Competency-Ed The Senate Education Committee formally voted Monday to reiommend for passage a limited competency- based education program for Kansas. The committee plan calls for a pilot program in selected counties. Kansas Turnpike The House beat back an attempt Monday to eliminate chances for building a Southeast Kansas Turnpike. The chamber voted, 60-43, not to amend a bill to block a state guarantee of contruction bonds for the proposed toll-road. said to be damaged by Kodak's technological innovation.

Kodak, an overwhelming presence in the camera and film markets, learned that it had an affirmative responsibility to reveal plans for new products that might impact the business of smaller rivals. A jury awarded one competitor, Berkey Photo damages of $37.6 million automatically tripled after it claimed Kodak's introduction of new products made obsolete those of smaller, dependent companies. Kodak will appeal. Meanwhile, other manufacturers are examining their own vulnerability, should the decision become a precedent applied broadly. And they are examining other cases as well.

Two of the more far-reaching of these involve investigations by the Federal Trade Commission, and in one of them a decision has already been handed down by an administrative judge. The Borden Company, said Judge Daniel H. Hanscom, must license other companies to make ReaLemon, its reconstituted lemon juice product, because it maintained a monopoly in the market. In his opinion, said the judge, this could be accomplished by having Borden accept a royalty of one-half of one percent. For that price, he said, competitors too should be permitted to make and sell ReaLemon.

Borden received the news with dismay. It claimed the product won dominance of its market through quality alone, rather than through promotional tricks and discriminatory pricing, as charged.
