By John Marshall The Associated Press DENVER Danny Kanell went from being a starting quarterback in the NFL to having trouble getting teams to return his calls. He played minor league baseball for a year, spent a season in the Arena League and even coached at his high school. Will he be the next Tommy Maddox or Kurt Warner? No matter, Kanell is going to enjoy his time as the starter for the Denver Broncos for however long it lasts. Hardln-Slmmons (Texas) 430 17 5-1 TRACK AND FIELD U.S. officials propose new drug rules USA Track Field proposed tougher drug rules Wednesday that could include lifetime bans for first steroid offenses and fines up to $100,000 for athletes, acknowledging it has not done enough to curb drug use; The plan was unveiled as Dwain Chambers, Europe's fastest man, became the first athlete to admit testing positive for a newly discovered designer steroid, and USATF chief executive officer Craig Masback an-; nounced that four of its athletes also tested positive for the drug. The previously undetectable steroid is at the center of a potentially colossal scandal involving chemists, athletes and coaches.

The U.S. Anti-Doping Agency says several athletes used the drug and that it's believed to have come from a laboratory that supplies some of the nation's top sports stars with nutritional supplements. The USATF hopes to adopt the new anti-doping policy at its annual meeting Dec. 4-8 in Greensboro, N.C, after determining if it can legally implement the increased penalties under the Amateur Sports Act. NBA Bryant to play against Clippers Los Angeles Lakers guard Kobe Bryant is looking forward to his first game since being ordered to stand trial for sexual assault and undergoing knee surgery: "It's my eighth year in the league too many years in the league to be nervous," he said after practice Wednesday.

Coach Phil Jackson said he plans to start Bryant in the exhibition game against the Los Angeles Clippers in Anaheim tonight and play him in "eight- to nine-minute bursts." "There's a natural timeout in the" first quarter, and I'll take him out of the game and see how he does in the second session in the first half and go from there," Jackson said. It will also be the first time Bryant will play with Karl Malone and Gary Payton, free agents who signed with the Lakers during the summer. With center Shaquille O'Neal, it gives the Lakers four potential Hall of Famers. On Monday, Bryant was ordered to stand trial for sexual assault A 19-year-old Eagle, hotel employee alleges he sexually assaulted her in his room on July 1. Bryant, who was in Colorado for knee surgery, says they had consensual sex.

The 25-year-old Bryant, free on $25,000 bond, faces four years to life in prison or 20 years to life on probation, and a fine of up to $750,000. His next court appearance is Nov. 10. Jason Richardson of the Golden State Warriors has been suspended for three games without pay for being convicted of domestic violence over the summer in Michigan, the NBA announced Wednesday. Richardson's suspension will begin with the Warriors' first game of the 2003-04 season, next Wednesday night against Dallas.

He also will miss games against Philar delphia and the Los Angeles Lakers. Richardson, who is starting his third season in the NBA, was convicted in August of a misdemeanor domestic violence charge stemming from an assault on his ex-girlfriend. Roshon-da Jacqmain testified that Richardson pushed her so hard that she fell and struck her head against a wall at her apartment. A jury deliberated IVi hours before reaching its verdict. Richardson is free on bond pending a sentencing hearing.

He faces up to 93 days in jail and $500 in fines. Washington Wizards forward Jerry Stackhouse had scar tissue removed during surgery on his right knee, and the team did not issue a timetable for his return, Stackhouse had surgery Tuesday in New York to relieve soreness he has felt since the final weeks of last season: He has been diagnosed with a condition that has deteriorated the lining on the back of his kneecap. No ligament damage was found during the operation. Stack-house will likely start the regular season on the injured list, meaning he will miss at least five games. Stack-house led the Wizards in scoring last season, averaging 21.5 points.

He recently signed a contract worth $33 million over the next four seasons. NFL James expected to start Sunday Running back Edgerrin James is expected to start when the Indianapolis Colts play the Houston Texans on Sunday at the RCA Dome. James has missed the last three games with a lower back injury, but the two-time NFL rushing champion was able to practice Monday and Wednesday.
