Gov. Thomas P. Gill yesterday proposed that Bishop Estate donate land to the State on a "fee conditional" basis in order to help preserve the Kealakekua Bay area of the Big Island. The lands involved would include several hundred acres between Palemano Point at the south end of the bay and the City of Refuge at Honaunau Bay. The "condition" of the donation would be that the lands be used for permanent open space.

Gill made the proposal during a press conference in -which he released the final report of a study on the historic and ecological preservation of Kealakekua Bay. The study had been made for the State Department of Land and Natural Resources by architect Thomas H. Creighton and landscape architect George S. Walters. The report calls for a $10 million archaeological development and improvement of the Kealakekua Bay area, in of their land is involved in the proposed public and private development, and we certainly hope that they will agree to go ahead with the portions of the project which involve them.
