HSTA thinks teachers will win The Hawaii State Teachers Association yesterday expressed confidence that it will be able to require the State to fully fund the 5.5 per cent retroactive pay raise that is due to teachers. HSTA President Ted Waitt said attorneys of the National Education Association, with which the HSTA is affiliated, told him that Hawaii's teachers have a 90 per cent chance of winning the dispute. The State Department of Education has said it will withhold paying part of the 5.5 per cent retroactive pay raise until the U.S. Cost of Living Council grants assurance that full funding of the raise won't be a violation of last year's Federal wage freeze.

THE STATE Attorney General's Office agrees with the DOE that full payment of the raise would be in violation of the freeze. The trouble spot of the dispute is only that period between Sept. 1, 1972, and Jan. 10, 1973, when the freeze was in effect. The DOE and the Attorney Regular S3.

Sara Elizabeth Lucas Larsen, 87, wife of the late Dr. Nils P. Larsen, a noted Island physician and philanthropist, died Sunday at Pohai Nani. Long active in community organizations. Mrs.

Larsen was a past regent of the Daughters of Hawaii. She was first elected to the position in 1948. A former kindergarten teacher, Mrs. Larsen was active in the Kindergarten and Children's Aid Association. She served several terms as the organization's president.

MRS. LARSEN was born in Honolulu in 1886, the daughter of kamaaina contractor and businessman John Lucas. Mr. Lucas served as a City and County supervisor and as a State senator. Dr.

Larsen, who died in 1964, was a former medical director of the Queen's Medical Center and the founder of the hospital's nursing school. He also was the founder of the Medical Group. He also served as medical adviser to the Hawaii Sugar Planters Association, and he won recognition for his efforts to improve the nutrition and health standards of plantation workers. Dr. and Mrs.

Larsen enjoyed traveling and collecting fine art works, many of which had been kept at their Diamond Head home. Mrs. Larsen was said to have had a special interest in Hawaiian music. GRAVESIDE services for Mrs. Larsen will be held at noon tomorrow at Oahu Cemetery.

Contributions in her memory may be made to the Daughters of Hawaii. She is survived by a son, Jack L. Larsen; a daughter, Mrs. Lila Morgan and six grandchildren. SAVE S2 EACH!
