Improvement of the Wood River street lighting system as well as financial savings to be gained through a 50-year franchise with the Illinois Power were considered by the lighting committees of the Wood River Township Chamber of Commerce and the City Council at a Tuesday night meeting at City Hall.

The Chamber, which stated ils position as a purely fact-finding group desiring to make recommendations for the betterment, of the city, had asked to meet, with city officials after the Chamber board of directors considered the 50-year franchise advisable last August. Two Features It was pointed out that the franchise is and simple. Two favorable features are that the city may install its own system (or any other utility) at a later date and the new franchise would involve no minimum bills as the present demand charge on water pumping. The franchise grants the Illinois Power Co. the right, to place poles and wires on streets and alleys.

The present franchise will not expire with the company for 12 years, but if the city decides on the 50-year franchise, the terms will begin now, leaving 38 years to fulfill the franchise after the expiration date of the present contract. The 50-year franchise represents an annual savings of to the city, based on last year's operating figures. Street lighting would be improved under the 50- year agreement with the present 250 candlepower lamps changed to 400 candlepower on the whiteway as well as at each street light. Members of both committees considered that citizens would benefit under the plan because of the better police protection with better lighted streets and the savings to the city could be used for such public services as additional desk sergeants or payment, on a fire engine. Savings of $3000 year's billing for power and lights was The proposed annual billing under the 50-year franchise would be 55312.36.

A savings of approximately 53000 would be realized on the power consumed at the water works and 'swimming pool. Presently the city maintains and insures the transformers used for both these utilities. Under the suggested new franchise, the water department, will not have to pay the stand-by or demand charge which is based on the peak load at the water works as the power company furnishes all Mrs. Fred Kahm Bauer J3Tiys320-AcreFjirm; GREENFIELD, Nov.
