Manchester Guardian Service CAPETOWN South Africa is to get television at last in about four years but it will be along the strictly segregated apartheid lines that dominate the republic's life. Minister of National Education J. P. Van Der Spuy has announced in Parliament to opposition cries of "welcome to the 20th century" that strictly controlled television broadcasting would begin, but not for "another four years at least." THERE WILL be 'one channel for white, colored and Asian viewers and another one for African (black) viewers with sep-a a programming for each.

Eventually, Van Der Spay said, the plan is to have totally separate channels and programming for each racial group. South Africa is the last developed country in the world to get television, and even now right-wing government supporters think it is an unnecessary evil. The service will be government-controlled through the South African Broadcasting Corp. (which is constantly criticized by the opposition for broadcasting government propaganda over the radio). The detailed plan for the introduction of a television service in South Africa urges the strictest control of television to protect "the South African way of life," to "uphold accepted norms, values and standards," to "ensure the Christian system of values," and to prevent the exposure of the country's "moral fiber and its morale to forces over which it has no control." THE REPORT recommends strongly that South Africa should not allow television to become the "corruptive force" that it has become in other countries.

The report expresses concern over the possibility of Southr Africans acquiring access to other forms of television, and recommends strict control of closed circuit and cable television.
