A rumor was circulating here yesterday that Lloyd Carswell, at one time vice president and general manager of Sheraton Hawaii's operations, would become vice president and general manager of the Flamingo for Sheraton. He currently is Sheraton's vice president for national and international sales.

The UPI dispatch said that Sheraton would operate only the hotel. The Fujiya Nevada Corp. would operate the casino, it added. Only one other hotel in the Sheraton chain has a gambling casino the Puerto Rico Sheraton in San Juan, Puerto Rico. Sheraton operates both the hotel and casino there.

Osano's purchase of the Flamingo, subject to that approval, was in Las Vegas by Morris Lans-burg, president of the hotel, and Ukio Kubota, president of Fujiya Nevada Corp. which Osano set up to own the hotel, according to a United Press International dispatch. The Bank of Hawaii yesterday announced a 20.1 per cent increase in net operating profits for 1966 and added that year end assets topped the half billion dollar mark. Net operating earnings climbed to 14,814,597, equal to $3.43 per common share, from $4,010,267, or $2.85 a share, in 1965. Assets at the end of last year were $503,577,993, and deposits were at a record $436,686,211, Clifton D. Terry, bank president, added. Planning Director Frank Skrivanek had recommended AAA zoning minimum lotsbecause of the limited capacity of a temporary sewage treatment plant serving the subdivision. The commission overruled Skrivanek's suggestion on grounds that their decisions should be based on best land use instead of sewer facilities. Skrivanek did not oppose the commission vigorously. He told commissioners the AA zoning would be better than existing, classification of rural protective, which permits subdivision into 5,000 square foot lots. xThe director said he was concerned about some of the larger lots in the subdivision being further subdivided and overtaxing the sewer plant.

However, he said his office could reject applications for subdivision, even though the developer told buyers they could subdivide. He said he rejected one such application this week on grounds that further subdivision of the area would exceed the capacity of the treatment plant. The City is expected to put a permanent sewer line into the area between -1973. and 1977, Skrivanek said.
