UIV 7 As a police reporter for Chicago's City News Bureau he covered the St.

Valentine's Day massacre of 1929 and later succeeded Ben. Hecht as the Chicago Daily News' "picture chaser." (A "picture chaser" in a city where murder is a daily front page item is a reporter who is sent to homes for photographs of the victims or sometimes of the suspects. Chicago "picture chasers" of the 1920s and 1930s didn't let locked doors prevent them from coming back with the photograph for which they were sent, Dickenson said.) Dickenson later worked in He and his wife, Peggy, are scheduled to leave today for their home in Chappa-qua, N.Y., about 30 miles north of New York City. This was their first Pacific visit. Dickenson has lived close to crime for almost 40 years.

Fellow Westport artist John Prentice took over the drawing of Rip Kirby and Dickenson continued as the writer. Kirby wears glasses, but there his resemblance to the author stops. "Kirby is all the things I wish I were," Dickenson said, sipping a beer at the Columbia Inn yesterday.

"He's tall, dark, strong and smart and can do anything if he has to. "I don't know how tall Kirby is. I guess he's roughly about six feet, wouldn't you say? He's somewhere in his mid-30s, I suppose." Dickenson, nearing 60, is 5-feet-8 with gray hair which is growing sparse at the temples. Dickenson and Prentice rarely see each other. Dickenson writes the Rip Kirby scripts a week at a time and mails them to the artist in Connecticut.

The continuity follows the form of a motion picture script, with Dickenson writing the dialogue and describing the scene for the artist to draw. The scripts are written about 10 weeks ahead of the strip's publication. Dickenson travels frequently, because Rip Kirby does. "For Kirby's foreign adventures, it's really imperative that I go there before he does," the author said. Rip Kirby appears in 463 newspapers around the world and is translated into numerous languages, including Chinese for publication in Hong Kong, and Japanese.

speaks of Kirby as a friend, rather than as a fictional creation. "As far as anybody knows he has some money somewhere, but he does charge a reasonable fee for his services," Dickenson said of his detective. "But he'll take a case for nothing for the sheer pleasure of combatting crime particularly if there is a pretty girl involved. "When I get Rip to Hawaii, you can be sure there'll be a girl an Island girl. They sure are pretty here, aren't they?" 'f DICKENSON The dual chores of writing the story line and drawing the strip caused Raymond to seek a writer, and Dickenson began working with the artist in 1952.

Raymond was killed in an automobile accident during Los Angeles covering the Winnie Ruth Judd double-murder in the trunk case, in Oklahoma helping chase bandit Pretty Boy Floyd, in Wisconsin trailing bank robber John Dillinger and in Newark, N.J., keeping a death watch on fatally wounded gangster Dutch Schultz. After 10 years as a police reporter, Dickenson joined King Features in 1938 as a writer and editor. The Mayor said population Forecasts indicate 37,000 persons will live in the area in 1975 and 54,000 in 1985.

He said the Kaneohe Bay section now has four parks totaling 15.9 acres and that 4.2 acres may be lost when the Kaneohe Civic Center is expanded. The new Heeia School-Park complex will add 3.6 acres to make an eventual total of 15.3 acres. He said the City Parks Department has recommended that 75 acres of parks be developed in the area. Blaisdell sent the Council maps indicating generally where these parks should be developed. He noted that beach and regional parks are not included.

He said the proposed park at the Cut-off Road would include a swimming pool, but that a lack of good beaches in Kaneohe Bay had led to a desire in the Parks Department to build two additional pools. He said complications would arise over who should be assessed and that the method would not work as well as it does in financing street and sewer improvements.
