Blaze ATLANTIC CITY UPI police today hunted a convicted arsonist seen near the Surf side Hotel less than an hour after fire swept the building killing 25 elderly persons Detective Captain William Rickert chief of the city's arson squad said the suspect moved from his known address but still was believed to be in the city He said the man whose identity was withheld boarded a bus just two and a half blocks from the Surfside Hotel about 40 minutes after the first alarm was sounded Recognizes Man The bus driver recognized the man as a arsonist and told Raymond Stark superintendent of the The meeting had been scheduled for 11:30 AM but was continued to 2 PM when the HHFA continued to delay approval of the contract The county asked the agency November 13th to approve the selection of the Harris firm but no decision has been announced Emmert has told county officials that the delay has been caused by the volume of work the agency had to process Terms Of Grant The HHFA must okeh the contract under terms of a $19 million federal grant for the construction of a new court house Site development work for the proposed building is scheduled to begin Wednes- day a week before the deadline for the county to qualify under the federal grant In his telegram to Emmert Vagim says in part: "The suit will be based on the fact that Courthouse Park has been dedicated as a park and the county has failed to comply with applicable state and county laws in adopting its construction program To a large measure these difficulties have arisen because of the federal grant made by your agency We understand that approval of the site preparation scheduled for November 27th has not yet been granted We respectfully request that approval of this and any further proceedings under your
