the United Press then controlled by a small group of New Yorkers was forced to quit It was McClatchy who early in this fight conceived the idea of a Pacific Associated Press to serve the interests of papers west of the Rockies He succeeded in interesting Hearst owner of the San Francisco Examiner deYoung owner of the San Francisco Chronicle and George Fitch of the San Francisco Bulletin to Join in an organization which finally Included twenty one of the leading newspapers of California Washington Oregon and Utah Was General Manager Fitch became president and McClatchy secretary and general manager Members agreed not to accept news services from other sources without the consent of two thirds of the members of the western group With the western group's organ! zation completed McClatchy went to Chicago where he negotiated with the Associated Press then a joint stock company organized under the laws of Illinois for a service that would meet the requirements of all the western papers In 1900 the Associated Press was changed to the present cooperative organization incorporated under the laws of New York VS served as director from 1910 until his retirement In 1923 Saw Japanese Threat It was for his work as an exponent of Oriental exclusion that he was best known McClatchy became convinced the interests of the Pacific Coast were jeopardized by the steady flow of Japanese to this country He feared the American stock would be crowded out by Oriental farmers with a lower standard of living and a higher birth rate Hit activities in this direction were so pronounced that when he went to Japan and Korea in 1919 to study conditions there two Japanese Government agents in civil ian attire were assigned to watch him devoted much of hia time to this campaign making speeches before congressional committees and writing voluminously He became a veritable watchdog for the California Joint Immigration Committee in his capacity as its executive secretary Opposed McClatchy was an active opponent of the agreement" made in 1907 with Japan He held this agreement was unsuccessful because delay in making it effective had let thousands of Japanese Into Hawaii and to tha main land and because thousands of additional picture brides were admitted under this agreement The Alien Land Law passed in 1913 by the California Legislature was given the active support of McClatchy This act still on the statute books prohibits the ownership of agricultural land by aliens not eligible to citizenship His work in this field reached its high point of success In 1924 when congress excluded
