some diplomats here that autumn will see gestures by President Charles de Gaulle toward rehabilitation of old friendship with Britain and the establishment of openly friendly relations with the Soviet Union These diplomats differ on the weight that should be given such gestures Some think the gestures will be rooted in the de sire to show West Germany that France too can act independently of the French-German treaty of cooperation and thus persuade Bonn back into closer cooperation Other diplomats believe De Gaulle a realist in politics has decided little more is to be gained from the treaty with West Germany and that the time has come to reinsure position with two important powers outside the European economic community or Common Market The recent announcement that Britain and France are cooperating in the development of an air to ground missile to be fired from the developing generation of British and French bombers is expected to be followed by oth er news of French-British military cooperation Some reports apparently French inspired have hinted the two governments have five more defense projects under consideration including an air to ground missile dred miles Such cooperation in the military field plus friendly allusions by the general to the old alliance with Britain is about all that can be expected now these diplomats believe There is no indication from French officials that the general has changed his mind about unsuitability for membership in the Common Market however the diplomats said There are signs the general is reconsidering his views about political future and its effect on relations between Paris and London In January 1963 when he barred Britain from the Common Market De Gaulle was confident the British Labor Party would win the next general election and that this would end any British bid for entry in the market for at least five years In the interim observers here said De Gaulle believed the Conservative Party would slowly become that is nationalist and independent of the United States and when returned to power would be suitable partners for Europe Now neither the general nor French diplomats are certain of a Labor victory But gestures of goodwill they believe can do no harm If Labor wins De original view still stands If the Conservatives win France has gone some way toward restoring good relations The deterioration of the West German alliance also appears to be a factor in the reexamination of French relations with the Soviet Union observers feel French diplomats appear gloomy about the prospects of renewing cooperation with West Germany They see the future meeting between Chancellor Ludwig Erhard and Soviet Premier Nikita Khrushchev as a sign Bonn intends to play its Russian hand alone Consequently the diplo- cuss European issues including Berlin and German reunification with the Soviet Union when the occasion arises or when De Gaulle makes the occasion Their inclination in this direction is strengthened by a growing realization that French exporters need eastern European markets and are entitled to their share Increased economic contacts with the east inevitably will be accompanied by
