T7TT i ALL 1 'hi Senate Unit Okays Gun, Dope Bills U.S. Sen. Hiram L. Fong reported from Washington yesterday that the Senate Judiciary Committee has approved a gun control bill and legislation offering hospitalization to narcotics addicts charged with violating Federal criminal laws. The Republican senator said the firearms bill would place interstate sales of handguns under Federal control but that he and other committee members will seek a floor amendment to make it apply also to rifles and shotguns.

The other committee-approved bill "is a very humane measure," Fong said. It would give convicted dope addicts a choice between imprisonment or hospitalization. "It will give narcotic addicts' who turn to crime to support their illness a second chance in life," he explained, "and by rehabilitating these addicts, we will be helping to reduce crime in the United States." V-. fi western most portion of Interstate Route H-l opened yesterday with a prayer that the new, safety-designed freeway would eliminate traffic fatalities. The Rev.

Samuel A. Keala of Kaumakapili Church, who blessed the new road at rib-b n-cutting ceremonies at the Makakilo Interchange, voiced the prayer for fatali-ty-free travel just before. Acting Gov. Andrew Ing cut the ribbon to open the two town-bound lanes of H-l. "A highway is more than concrete, steel and base-course," Ing said.

"It is a mosaic made up of the efforts of many different kinds of human beings." Some of the human beings he referred to were "guinea hops, rod-busters and cat-skinners" men who help build freeways. As he talked, some of them drove by in their big, noisy construction vehicles, and Ing had to pause for a few morn until he could be heard again by the crowd of about 150. Ing said the Oahu Transportation Study (OTS) might determine that the Island needs a mass transit but that the State Administration still feels Oahu will have to have the three freeways now programmed H-l, H-2 and H-3.
