THE GUARDIAN Friday December 6 1968 The Wilmslow inquiry low man City cuts estimate its of The Wilmslow town map, which is the subject of the inquiry, provides for an increase in population of 30,500 between now and 1985, with 2,950 houses to be built by Manchester corporation. The eventual population will be 63,000, and the map includes provision for industry, new schools, and a North-South spine road built to motorway standards. QC alleges schoolgirls murdered two boys solely for pleasor' Two girls, aged 13 and 11, described as inseparable companions, murdered two boys, aged 3 and 4, solely for the pleasure and excitement afforded by killing," s'aid Mr R. Lyons, QC, prosecuting, at Newcastle upon1 Tyne Assizes yesterday. Norma Joyce Bell (13), and Mary Flora Bell (11), who are unrelated but live next door to each other in staff must you employ before you can give Luncheon AAftftAA I By DENNIS JOHNSON housing second and third generation local authority applicants, who would total more than 1,000 by 1985.

Would they not have to be accommodated on land scheduled for private development Had the county council given any consideration to this problem at all Mr Hanford said land was available the town without upsetting proposed ratios of council to private1 development, and he would prefer to leave the question to the joint Cheshire-Manchester-Wilmslow steering committee. 'When asked by the inspector if the county had made any provision for such households in the plan, Mr Hanford said Not jn the expansion areas for Manchester. 1 That element goes on to private land." Had the county made any estimate of the numbers No sir." Mr Hanfordf said. Replying to Wilmslow's case', Mn T. Kellett, assistant'iClerk of Cheshire County Council, asked the inspector not to recommend the inclusion of a precise timetable for development.

Both Wilmslow and the county were now agreed on the sequence of development, hut dated programming was against the better trend of planning as expressed, for example, in the 1968 Town and Country Planning Act Manchester's estimate of its total need for housing sites before 1981 was suddenly reduced by about 1,500 during yesterday's hearing of the Wilmslow town map public inquiry. Mr J. S. Millar, the city planning officer, returned to the witness stand to say that a new and more refined calculation hdd reduced the deficit of sites from 10,601 to 9,101 "or say 9,000." Cross-examined by Mr D. WKklicombc, QC, for Wilmslow UDC, Mi- Millar agreed that if a further 400 siics obtained at Cheadle were taken into account sites had become available since the original estimates of need the total would drop to 8,600 lie also accepted that was hopwR to obtain 2,000 sites at Altrincham, although had not yet been reached.

Mr Widdicombe submitted to the inspector. Mr D. F. Ofi'ord. that Wilmslow's arguments at the 1964 overspill inquiry had at last been accented with the new calculations made by Mr Millar.

Had these arguments been accepted bv the Minister after that inquiry, the Government might not have asked Cheshire to produce its present quota of 7.000 overspill sites for Manchester. The new figure, taking into account the Cheadle sites now available, represented not much more than a two-year deficit at Manchester's mesent building rate of 3,500 houses a vcai. The city had 17 years up to 1981 to find all the new sites in its mesent programme. The urgency was not, therefore, as great as hart been stated. Mr D.

A. L. Hanford, principal plan rung officer to Cheshire County Council, said the method of slow growth proposed by the urban council was not appropriate to the scale of the social, health, and housing problems that existed in Manchester. He pointed out, however, that the timing of development would be influenced by the rate at which Manchester needed to build, its capabilities with present resources, and the construction of a trunk sewer to serve the second of the two main expansion areas, Brook Farm. The ratio of private housing to combined local authority housing in the urban district was eight to two in 1966.

and would be seven to three by the end of the plan period. (Wilmslow wants a during the local authority development until "the present balance of seven to two has been again Mr Widdicombe asked Mr Hanford where provision had been made for where Martin was to be found The sams weekend a day, nursery was bioken into. Four notes were found According to a handwriting expert they were written by the accused. One note said I murder so that I may come back Another said We did murder Martin Brown off you bastards Mr Lyons alleged that the girls within hours of Martin's death wrote the notes that they murdered him They couldn't resist showing how sup'erior they were to the police, in that they knew something that the police didn't know." SSfiiiififi- One. MfwMMM 30,000 awarded to a former wife Three Appeal Court judges in London yesterday directed that a woman, aged 23, should be paid 30,000 cash and 2,000 a year as maintenance by her former husband, whom she left after five months.

They also directed that how much Mrs Evelyn Brett, now known as Miss Evelyn Israel, receives depends on whether her former husband gives her the freedom to remarry. If Mr Ernest Brett, aged 39, a textile company director and member of Lloyd's, applies for a Jewish divorce within three months, the cash sum will be reduced to 25,000. He must then pay Miss Israel an Orthodox Jewess who cannot apply for a That's the minimal staffing requirement. There is no maximum. And everybody can benefit from this National Welfare Scheme-including you, the employer.

Because Luncheon Vouchers provide an inducement to prospective staff, an incentive to existing staff. And the results of engaging the right people, keeping morale high, having a cleaner bill of health and maintaining good staff relations can only point one way Upwards. Over 13,000 restaurants in the British Isles now accept L.V.'s. Over 20,000 responsible U.K.-employers now issue them to staff. The reasons for these figures are given in this latest brochure.

Counsel told, Mr Justice Cusack they did not wish him to make an order prohibiting publication of the girls' names. Mr Lyons said Brian had been killed on July 31, and Martin on May 25.

Both had been asphyxiated. The girls and the victims lived on a council estate north of Scotswood Road. 'Preliminary untruths' Mr. Lyons told the jury that each girl had accused the other of the murder of Brian. "Norma has given the police, after many pretainary uri'lrii'tihs, a detailed and vivid account of how she watched Mary strangle him and how she went with Mary on two subsequent occasions to see the dead body, and watched Mary then mark the body with a razor blade and a pair of scissors and cut off some of the boy's hair.

"Mary, the little mite nearer to you, has given an equally detailed and dramatic account of how she saw Norma strangle the boy, how she accompanied Norma home, where Norma collected a pair of scissors, returned with Norma to the dead body, where she saw Norma cut the dead body and cut the boy's hair." Mr Lyons suggested that Mary, though two years younger, was possibly the cleverer, and more dominant personality, a girl with a remarkable knowledge of the world. "When she was being questioned by a detective chief inspector about a charge of murder she said to him I 'Dhone for some solicitors. they wiM get me out.
