W. Vincent, at $556,169, was apparent low bidder to widen Farrington Highway from Piliokoe Gulch to Nanakuli Bridge. The distance is nine tenths of a mile. Royal Contracting with a $123,380 offer, is apparent low bidder to replace the present median strip on Lunalilo Freeway between Kapalama Stream Bridge and Nuuanu Stream Bridge with a new median barrier designed for greater safety. "You've got a loud muffler," Kama told the cyclist, Joel P. Nicassio, 20, here three days from Manhattan Beach, Calif. "Let's see your license," said Kama. Nicassio opened his wallet and began a search for his license.

He was held for $2,025 bail pending a court appearance today.
