He sail that the Speaker in his announcement of standing committees had noticed the name of Mr. Hill of Ene. As he understood it. the members of the Assembly were the judges In regard to the members thereof; that the members must decide as to the legality of Mr. Hill's claims to a seat.

I understand that a man's title to his seat comes from but one source the p-ope. But when that man resign that office It becomes vacant, and can only be filled bv a special election When Mr. Hill resigned his office that office became vacant, and aft-terward he could no more appoint himself to It than he could appoint to It any other man." ir- Palmer said he raised the point to avoid the establishment of a precedent, and then offer-d a resolution that the Committee on Privilege and Election be authorized and directed to investigate the rights and title of Henry W. Hill to a seat in the Assembly as the representative from tn" Second Assembly District of Ene Count and report back at an early day. Mr AUds suggested that the resolution be referred to the Judiciary' Committee, and Mr.

11 Senator John Raines will Introduce in the Senate his bill for State and County bi-partisan Boards of Election, but so modified as to not require the appointment of a State Supervisor of Elections or Deputy Supervisors In counties, so as not to interfere with the work of Superintendent McCullagh in NVw York The bill will provide for a State Board of Elections to consist of fjur persons. The board shall be the State Board of Canvassers, and In time of war shall be a registering board of the electors who shall be absent from the State in the actual milltarv or naval service. They shall hold office for five years and until their successors are nominated and appointed and have qualified, unless sooner removed from office for caunfl. The members are to have a salary of i.liO per annum and expenses. Under the supervision of the State Board of Elections there s1l11 be appointed by them In each i-cunty a bi-partisan Board of four persons to be known as County Commissioners of Elections and they shall constitute the County Board of Elections.

The members shall hold office for two years and until their successors shall be appointed and have qualified, unless sooner removed. The members of County Boards of Elections shall be appointed to office on.y upon the nomination of the County Committee of each party entitled to representation upon the State Board of Elections. Assemblyman Redlngton has Introduced a bill repeallns the Metropolitan Elections District Act. which has been dubbed the Force bill by his party. While not willing to disc-uss this bill to any extent.
