Signor Valpreda is the chief defendant in the case resulting from the bombing of a Milan bank that year, when 16 people lost their lives. He' is suffering from a circulatory disease ana is said partially to have lost the use of his legs and arms. The prison doctor in Rome ordered his transfer to the university clinic last winter, but the public prosecutor rescinded tne oraer alter nine aays, ana the 39-year-old professional dancer was returned to his cell, where his health has steadily worsened. Some of the cells in the Rome prison are at, or below, the level of the near-by Tiber. In their public statement, the Valpreda family noted that the conditions in most Italian pri sons have led to riots in recent years, with the only result being that the protesting prisoners are transferred to even worse gaols.

Prison reform is another promise of the new Andre otti cabinet. The future of the enlarged EEC's common institutions the Council of the Commission, and the European Parliament is still billed as one of the main items on the summit agenda, even though hopes are declining for any.

Dr Mansholt said; that the Commission would propose at the summit strict deadlines for the completion of economic and monetary union, and direct elections, by universal suffrage, to the European Parliament. But he added that the questions of majority voting and the power of veto in the Council of Ministers should be avoided if they jeopardised the summit's success. Faced with the growing threat of a postponement of the summit, the Commission now wants to concentrate on putting pressure on the Ten to commit themselves to common policies in new areas, such as technology and the environment. Most of the parliamentarians called for greater efficiency and democratic control over how decisions are taken or avoided in the Community.

It was both intolerable and unacceptable, said Herr Josef Mttller, a German Christian Democrat wnose report provided the basis for the debate, that the member Governments had simply shelved hundreds of proposals for common action drawn up by the European Commission. It was intolerable, added his Social Democrat colleague, Herr Lautenschlager, that an increasing number of responsibilities were taken out of the hands of national parliaments, only to be decided at the Community level without any democratic control. In spite of opposition from the Socialist and liberal groups, the parliamentarians themi like Dr Mansholt, avoided the issue of majority voting. A draft resolution said merely that the rule of. tln animity and the right to a veto should be restricted to those issues which strictly affected the "vital interests" of a member State.

A Gaullist amendment, leaving the issue wider open to ambiguous inter pretation, was subsequently adopted instead. Habih JJeloncle, a former French Deputy Foreign Minister, struck a tradition Gaullist note by insisting that his colleagues were putting the cart before the horse. Before discussing wider powers for the Community institutions, be said, the member Governments should first demonstrate- that they shared the necessary political will. In addition, the Community should first cooperate in such sectors as technology and industry in an intergovernmental framework. What was important, he continued, was Europe's independence and its willingness to stand up to the super Powers the United States In particular.

Some doubts had been expressed as to" the ease with which Chaban-Delmas could have done this. In another significant legal victory for the McGovern camp, the US Court of Appeals for the District of Washington issued an injunction barring Mayor Daley of Chicago from bringing further actions in Illinois State courts to reinstate his slate of 59 delegates barred by the credentials committee. Both decisions are expected to be the subject of appeals to the Supreme Court, but the uncertain tide once again appears to be flowing in favour of the South Dakota senator. The importance of today's ruling hangs on the electoral arithmetic of the convention and the archaic and complex rules that control its operation.

If McGovern is denied ud to half of California's 271 dele- sates, the Drosoects of his earn ing the 1.509 votes needed for nomination on either the first or second ballot are reckoned slim even by his partisans. Crucial The appeals court ruling today, therefore, while not decisive either politically or legally, is expected to give a psychological boost to the attempt that will be made on the convention floor to reverse the credentials committee's decision on the Californian delegation. To win this floor fight, McGovern needs at least 1,433 votes, and some observers now believe that the crucial balance could well be held by the Illinois delegation. Thus the appeals court ruling against the Daley delegation replacing them by delegates favourable to McGovern could well also play a crucial role in the convention. It may seem strange that after a year of primaries and millions of votes counted that the" Democratic nomination could end up hanging on a series of legalistic challenges.

But that is the way presidential politics are fought in this most litigious of countries. before Fischer had dug up enough money to decide to come. After 20 minutes of this, Dr Euwe negotiated with the Russians for the floor, condemned Fischer's behaviour over several months as "inexcusable there isn't anyone in this locality who would not condemn him and freely admitted he had violated the rules to save the match. The. Russians also demanded the statement in writing so as to be confident that the rules would be obeyed in future and Dr Euwe, whose dignified approach during these trying days has been irreproachable, pulled out his pen and wrote out his condemnation, his admission, and commitment to the rules there and then on the back of a text of the Soviet BBC-2 11 0 Play School.

Bobby Fischer. But the match seems to be on after a series' of developments at a sizzling press conference here tonight.

The Soviet grand master, Ewfim Geller, made three Soviet demands that Fischer- apologise for his behaviour that the president of the International Chess Federation, Professor Max Euwe. condemns Fischer i and that Mr Euwe admits he violated the rules in postponing the match on Sunday The impending resignation of the West German Economics and Finance Minister, Professor Schiller, caused a slight easing of pressure on the dollar and the pound on the exchange markets today it being believed that the Government will introduce fresh exchange controls after he has gone. There was also renewed speculation that with the change of Government in Paris the EEC countries might decide to implement an old Schiller plan: a common float of EEC currencies togemer witn tne Japanese yen. The story goes here that Brussels has already put out feelers in Tokyo. Admittedly, the EEC has expressed allegiance to the Washington agreement of last December which precluded floating.

But if -was learnt here today that at the -EEC Ministerial Council "'meeting the Belgian proposal for a common float -was opposed principally by the' People are- asking whether the new" French Government would be so hostile to the plan. -rapid unfolding of events that Dr Euwe putthe brakes on. He pointed out that if, as he tbought quite- fair, Spassky needed, until Tuesday to recover enough, to start the match, this would prolong the 24-game test so that- it dashed with the chess Olympics Skopje in September.
