THE GUARDIAN Saturday May 6 1972 HOME NEWS Solace in NW for Toriesand Liberals By our own In spite of the huge municipal elections--amounting some comfort for the for the Liberals in Liverpool. Conservatives in been a swing from Labour May, when there was a poll for, the' entire. council. In Liverpool; Liberals rejoiced at six gains which brought their representation on the council to 15. won In Manchester, Conservatives seven Labour seats, and have members an' the council, against 101 Labour.

Mr Arthur Bowen-Gotham, chief Conservative agent for Manchester, said the swing give the party ment to fight next year for -control of the Greater Manchester Metropolitan Council, 'and the Manchester Metropolitan District Council. Last May, Labour captured 60.15 per cent of the votes, but on Thursday only 51.40 per cent. The Conservative share rose from 35.62 per cent to 45.04 per cent. The difference between the parties, last year 24.53 per cent, has narrowed to 6.36 cent. It was also claimed that Labour's not (selling council houses had helped the Conservatives -to new support Conservatives -to new support on corporation estates.

Three wards, in particular, convinced Mr Bowen that more corporation tenants had voted Tory. At Moat, with a large proportion of, council houses, Mr Tom Lavin' increased his onevote majority last year to a lead 747. At Lightbowne, a large working class area, the Conservatives failed to win by only nine votes, compared with last year's Labour majority of 1,553. Another significant ward was Brooklands, where the Conservatives made one of their gains. Alderman Robert Rodgers, leader of the Conservative group, said that it would continue to raise on every possible occasion the right of sitting corporation tenants to buy their houses.

But Mr Peter Pike. secretary off. 'Manchester City. Labour Party, said that until. slum clearance and rehousing problems had been solved, there would be no change.

Our priority is. slum clearance and giving people the opportunity; of getting into better type he said. Labour maintains that if Manchester sold council houses Reporters overall Labour gains in the to 971 seats- there was Conservatives in and Manchester claimed there had of over 9 per cent since last it" would be selling the better type and lessening the opportunities: for occupiers of multistorey flats to get a house. In Liverpool, Mr. Cyril Carr, leader 'of the Liberals on the city council, said his was the- largest Liberal -representa tion.

on any local authority in England. The number of Liberal councillors has risen from one to 15, in four years. Party in' don agreed yesterday that Liverpool's return was the best single result for the Party in the country. Its spokesman coupled with it a good win Birkenhead and progress in Wallasey. Mr Carr, who is also the party's prospective Parliamentcandidate in Wavertree, 'strongest division in the city, yesterday thought the party's had also helped.

He said: "A campaign, however dynamic, can only succeed if the party's image comes across." Tradition The Liberal revival in Liverpool began in Church ward, Wavertree, in 1962 when two councillors- one himself-'were elected for the first time since the war, but the other later lost his seat. Wavertree, division, in which the party won all four wards. on Thursday, had had a long Liberal tradition and the revival had now spread at least four of 'the- city's eight, divisions. Ann Clivyd writes Labour's 44 net gains In 'the Welsh local elections exceeded even the party's big successes at the polls last year. Most of the gains were at the expense of the Conservatives, Plaid Cymru included several important victories on Valley councils 'in overall gains of eight seats, lost their only seat on the Cardiff City Council and on Carmarthen borough council 'to Labour, However, it gained two seats in the Aberdare, area and consolidated its success in the Merthyr byelection by wining a place on the council.

The Liberals. lost. two of their seats and made no gains. Quick move on mayor The first action of Salford's victorious group yesterday was to requisition a special city council meeting fora next Wednesday to elect a Labour mayor. inquiry 'into Westminster City Council's proposed scheme to redevelop Piccadilly circus at the cost of millions. A a 'Commons written reply to Mr Tugendbat, Conservative MP for the Cities of London and Westminster, Mr Walker said the arrangements made with Westminster City Council, including the issue of shortdated office development which were legally prerequisite to the planning applications, were designed to put the whole redevelopment scheme on public view at the earliest possible stage. "But the issue is of such public importance and interest that I am consulting the Westminster City Council about ferring the application to me now without going through the ordinary planning procedures. which are bound to take said. On Tuesday, when the scheme was announced, Mr Walker issued permits for 944.591 sq ft but, as he explained yesterday, only a legal requisites before the planning application for the scheme could be made.

Our Planning Correspondent writes: If Mr Walker should finally decide, to call the decision on the latest set of proposals in for his consideration next week and then make an immediate announcement, there would be a statutory period of at- least six weeks before the public investigation of the plans could begin. On this 'basis, July would seem the earliest there; would. undoubtedly be complaints from some parties that this would allow insufficient time for preparation of material with which to fight the scheme. However, there is a feeling abroad that a decision should be reached before the end of the vear, particularly since Piccadilly redevelopment has now been mulled over for more than 13 years. since Mr Jack Cottons' original proposal for a tower on the Monico site was turned down.

Problem of having 'no fixed abode' By our Correspondent A probation -officer, at the Royal Courts of Justice, London, said last night that homelessness in some big cities was reaching alarming proportions and producing growing numbers of offenders with no fixed abode. who retired yesterday from the executive of the National Association of Probation Officers, on which he had served two years. At the annual conference of the Association, which opened last night at Llandudno, Mr Chapman outlined his personal view about the vital needs of the service. "It is becoming more and apparent that working as a probation officer in London and certain other large conurbations is becoming, almost impossible within the present framework of a nationally organised service," he said. The social disintegration of these large centres is resulting in a high rate of crime and pressure of work for the probation service, which is always reflected in the figures of officers' caseloads." It was the homeless offendhers who needed more support and concentrated individual attention, he pointed out. At the same time, probation offiwere finding it increasingly difficult obtain a home, which could.
