The African National Council today repudiated charges by Mr Smith, the Prime Minister, that black Africans were being intimidated into opposing the suggested settlement between Rhodesia and Britain. It was alleged that Mr Smith was trying to prepare a case for banning the ANC. If he was contemplating such action "he should be honest enough and just proceed.

He should not build a case from false allegations," according to a statement issued by the Rev. Canaan Banana, the Council's deputy chairman. The statement also rejected charges that the council has received funds from proscribed political organisations abroad. The council, which claims that about 250 of its followers are being held in detention, accused Smith and his colleagues of harping on -so-called intimidation in order justify their Gestapo detention methods. Inquiry As far as Mr Smith is concerned, any person who disagrees with the Government and who has a black skin must have been intimidated." Xrving's US quiet on snub to NATO From RICHARD NORTON-TAYLOR Brussels, February 11 Britain and some of her European allies want to make public mileage out of the Soviet Union's refusal to invite Signor Brosio to prepare the ground for negotiations on mutual and balanced force reductions, according to NATO sources here. But the United States seems to have got, its way by preventing any move that might upset the Russians at this stage. Last October, Signor Brosio, the outgoing Secretary-General, was charged by all the NATO allies except France with opening exploratory contacts with the Russians on troop levels. The longer Moscow delays its reply, the greater likelihood that the question of forces cuts will be caught up in the broad agenda of the planned conference on European security and cooperation.

Reports that France which, like the Soviet Union, is more interested in a security conference than substantial talks on force levels encouraged the Soviet Government to adopt a negative attitude towards the NATO initiative are neither confirmed nor denied at NATO headquarters. Some NATO countries want to point to Moscow's refusal to invite Signor Brosio as a clear indication that the Soviet Union is not interested in withdrawing its forces from Central EuroDe and reducing the troop strength of its Warsaw Pact allies. But the United States, faced with consistent congressional pressure for the withdrawal of i a surjsianuai nuuiuer ui its troops from West Germany, is in a hurry. However much the Nixon Administration goes out of its way to stress that troop negotiations are a matter for all its NATO allies, suspicion is growing that the two super-Powers will do a deal above their heads. It is believed that the Minister in charge of the British aid programme, Mr Richard Wood, is thinking in terms of making about 5 millions available immediately for long-term reconstruction in Bangladesh, and a Commons announcement is expected early next week. This would be tantamount to unfreezing the consortium aid for East Pakistan which went into abeyance last year soon after the troubles began there in March. This sum is approximately the amount which would have been allocated to the consortium pool if the normal pledging meeting had taken place in June in It is believed' that orders have already been placed for British machinery and other equipment to the value of around 1.5 millions in anticipation of this fresh allocation of money. The other task for the ODA team is to decide how to use, on an urgent basis, the balance of funds remaining from the original allocation by the British Government of 3 for relief in East millions Bengal.
