A reply to a question in the House Commons yesterday on the position the Far East, with particular reference to the Burma Road, caused stir among members, and there was angry voLTey of cross-questions quelled only when the Speaker intervened.

Mr. R. A. Butler (C Under Foreign Secretary) said reply to Mr. Wilfrid Roberts (L.

Cumberland) and Mr. Mander (L. Wolverhampton) that the Government had recently received certain requests from the Japanese Government concerning the passage of supplies China. The Government had been considering these requests and had made substantial progress towards an agreement with the Japanese Government. News of the conclusion of the agreement was expected at any time.

Pending a full statement he would prefer not to be pressed for repLes to the specific points raised. (Hear, hear.) In reply to a further question whether the American Government, in view of the statement made by Mr Cordeil on Tuesday, had expressed its approval or disapproval of the arrangements, Mr. Butier said that he must leave the interpretation of American statements to the American authorities. BRITISH STATEMENT TO-DAY Lord Halifax in the Lords made a statement on the negotiations with the Japanese Government in similar terms to that made in the House of Commons, and added that he had no further official information about the conclusion of the agreement because of the fall of the Japmesi. Government.

Accordingly he was unaole to make a full statement at present, but hoped to do so to-morrow. Lord Cecil said the negotiations had caused anxietv among considerable sections of the general pum We were doing nothing in the least un-neutral in allowing the Burma Road to be used for traffic from private sources. thoughton) that the B.B.C. conducted a continuous day-to-dav survey of the audiences of all broadcasts and" receive' 1 regular reports of listeners of all classes. In general the information suggi-sted that the talks broadcasts were heard by very large audiences and wide approved. He had not found any tendency to discount Government propaganda because it was Government propaganda. If Ministers spoke thejt spoke the v.ew of the Government with the obji-ct of guiding the people.

Mr. THURTL-E (Lab. Shored itch) Is the Minister aware that the effect on the public mind of the lugubrious per son who speaks every day at rive minutes to eight is dep orable Mr. WOODBURX (Lab. and that should stop on tne wireless. Mr. DUFF COOPER So iar as I am aware there has been no such reiteration. Mr. LEACH (Lab.

-Bradford) Has the Minister received any information of the effect on the public mind of his own broadcasts Mr. DUFF COOPER I do receive criticisms, as we all do, of our public utterances, some favourable, some unfavourable. B.B.C. AND THE PRESS Mr DUFF COOPER, replying to Sir Archibald Southby (C. Epsom) said that official announcements were issued to the press and the B.B.C.

simultaneously tnrough tne news division of tne Ministry. Sir ARCHIBALD asked if the Minister was aware that in the case of the Arandora Star recently a full account was in the hands of the press by I p.m. that day, and although the matter was laid before the censor the decision to allow them to publish was delayed until it was too late so that the B.B C. announcement at 9 p.m. was the first announcement to the public.

Mr. DUFF COOPER promised to look into the case Sir A. SOUTHBY asked whv Canadian. Australian, South African, I New Zealand, and American correspondents were prevented by the censor fiom cabling the official announcement issued by the Colonial Office of the appcintment of the Duke of Windsor to be Governor of the Bahamas until after the B.B.C. had bioadcast the communique.

Mr. DUFF COOPER replied that the official announcement was released to the press and to the B.B.C. in their nine o'clock news bulletin. Owing to a misunderstanding the censorship did not withdraw their ban on the cabling of this news to the Empire and foreign countries until it p.m. Replying to fuither Questions.

Mr. Dutt Cooper said that the B.B.C was not subject to the same censorship as the press at present, partly because the BBC. read their news very often at the last moment, and it would be extremely difficult to apply the ordinary censorship ruiles Over UO per cent of the B.B ullicial news was censored, and came via the news agencies or official sources. Asked if the press were not more efficient than the C. Mr.

Duff Cooper did not replv. Mr. DUFF COOPER. replvinc to another question bv Sir Archibald Southbv. said the first public intimation regarding the action against the French naval forces at Oran was given in an official communique which was issued simultaneously to the press and the BBC.

at 3 30 am on Julv 4 No correspondents yere prevented by the CLTSOr fr: cablini; the nev contained in the communique, which was repro duced in manv neASDaDers and given out bv the B.B C. in a short-wave news bulletin at 45 am and subsequent bulletins. Sir ARCHIBALD Can the Minister nnrtnin the American newspapers to the detriment of other Ampnean newsnaners Mr. DUFF COOPER replied that before it was decided that only the official communique should go out one American press correspondent succeeded in telegraphing to his newsnaoer a fuller account of the battle than was afterwards allowed to go out Sir ARCHIBALD Does not the Minister agree that it is very unsatisfactory that that should be so. and docs he not think that the B.C.

arc having! a much better deal irom tne Ministry of Information than the press T.Ir. DUFF COOPER I do not think thot in this particular case the BBC. had anv advantage. A PRESS COUNCIL? This was announced last night by the Treasury. After the German occupation of the Channel Islands many firms and private individuals in Britain had cheques drawn on banks in the islands returned marked "Unable to present." It was learned in banking quarters yesterday that it is possible th.it some of these cheques if re-presented might now be met.

In those cases where the business accounts have been transferred to branches of the banks on the mainland cheques are being met. but it is necessary that the account holder shall also be living on the mainland. Business cannot be transacted with a person who is still in enemy-occupied territory, although sur person may 'nave succeeded in getting his account transferred before the invasion. It is understood that the leading British joint stock banks were able to remove their principal books before the arrival of the Germans and this has helped to reduce the chaos which was caused. Mancini was alleged to have been seen oy an Army sergeant taking photographs of a military camp from a bedroom window of the house in which he lives. Four of the films on the spool, when developed, were found to be of the camp.

Mancini was stated to have had an Italian father. His mother belonged to Cheshire. He explained that he had been trying landscapes with the camera, which belonged to his brother-in-law, who was serving in the Navy. He added I went into the Army voluntarily and was recalled to my job by my firm." The Stipendiary Magistrate (air. J.

Wellesley Orr) said it would be much in Mancini's favour if he went into the Army voluntarily and was released at his firm's request. He ordered a remand so that this statement could be verified. FOOD RATION BOOKS STILL UNCLAIMED Food ration books have been issued now to some 655.000 people in Manchester, but there are still several hundred people who. through failure to respond to appeals from the Food Control Office to produce old ration books and identity cards, are without them. There are also 400 new ration books waiting claimants at the office these have been returned through the post because their owners have changed their addresses without notifying the fact.

The Food Control Office is now busy dealing with retailers' counterfoils. The majority of Manchester retailers have been helpful in so far as, at the request of the Food Executive Officer, they have sent in the counterfoils for the various commodities in alphabetical order, but there are some who have failed to do this, involving additional work for the office staff.
