Anxiety in the textile finishing trades By our Commercial Editor Protection from radiation REACTOR SCHOOL COURSE By our Industrial Staff The fourth advanced course in The Principles of Radiation Protection will be held at the RAW COTTON TRADE Liverpool Friday, January 13. Demand covered I wide range of growths, with moderate sales in United States and North Brazilian and a small business in Nicaraguan, Guatemala, East African, Turkish, Pakistan, and Brazilian Sao Paulo, all for shipment. Spot turnover was small and comprised United States, Nicaraguan, and Iranian. The official spot values were all unchanged.

American futures opened quiet, unchanged for both contracts. Early trading was featureless and the limited activity centred in the closing dealings, when light mill hedging and local selling was met by small trade buying. The morning session closed quiet, unchanged for both contracts Dull conditions persisted into the afternoon, with operators continuing to lack fresh stimuli. Scattered attempts at inter-month switching were unsuccessful and the market closed quiet, unchanged on the day for both contracts. Harwell Reactor School from April 19 to July 18. Each of the courses, which are held twice a year, lasts three months and costs 250, exclusive of accommodation. and II. Roberts, the textile manufacturers, merchants, and exporters, will make a total of 13 per cent for the year ended November 30, against Hi per cent for 1958-59, and the equivalent of 8i per cent for some years before the one-for-one scrip issue. On the Manchester Stock Exchange yesterday, however, the 1 ordinary units fell to 34s 4d after the announcement, although this recorded a further increase in profits. After providing 87,899, against 47,527, for taxation the net profit for the year just ended was 92,869. This compares with 55,220 for the previous year and with 37,172 for the year before that.

The company was one of the few in the textile trade which earned more in 1958-59 than in 1957-58, and it has fully maintained the rate of improvement. A year ago the chairman, Mr C. H. Fish, reported that the company had been unable to take all the business offering in a number of items in its Dorma range of household textiles. It seems unlikely that this state of affairs lasted very long, and it may be that the trend of trade with the Australian and New Zeland markets, as a result of increased Japanese competition, became less favourable last year.

The retail business in Glasgow, however, no doubt made a useful contribution to profits. With the approach of the final date for applying for compensation for closing down works under the redundancy schemes textile finishers have been greatly concerned at reports indicating that the minimum requirements for the Government contribution may not be fulfilled. In the yarn processing section, it is understood, the requisite, proportion of the capacity has been offered for scrapping, and in the cloth section the bleaching and the printing subsections have passed their respective minima. The piecedyeing and finishing subsection, however, is still lagging behind. If the dyers fail to reach their target it is most unlikely that the figure for the cloth section as a whole which exceeds the total of the three subsections' figures by a considerable margin will be attained.

In this event there would be no Government provision of two thirds of the cost of compensating the proprietors of closed works, nor, as a spokesman of the Board of Trade pointed out in Parliament just before the Christmas recess, would the Government contribute towards thdcost of approved schemes of re-equipment for the works which continued in operation. Compensation would be paid for works which closed down but it would be provided by the remaining firms, which would thus have not only to meet this cost but also to pay the full cost of any re-equipment they undertook. The prospect causes much anxiety. It is known that a great deal of negotiation and discussion is going on in finishing trade quarters and that the realisation companies are being kept busy in various ways but there can be no assurance that the efforts to satisfy the -equirements for Government contribu-'ions will be successful. Authority and the rest from Govern Macmichael, director of the Performing Animals' Defence League, had been committed to prison by a High Court judge yesterday for refusing to sit down after interrupting the hearing, he went to the Court of Appeal, which stayed the judge's order until Monday. Lord Justice Sellers told him that he would not go to prison immediately, but must appear in Court on Monday.

The contempt arose when Mr Justice Pennycuick was hearing an application by Mr F. E. Skone James, or behalf of the Sunday Pictorial and Daily Mirror Newspapers, to restrain a firm of printers infringing its copyright by reproducing photographs of lions being trained and an article entitled Black Eyes in pamphlets published by the league. "I object" Mr Skone James asked for an agreed order between the parties, when Captain Macmichael, who was sitting at the solicitors' table in front of the court rose, and said I rise to object." The Judge Y'ou are not a party. Captain Macmichael I am rising as an amicus curiae (a friend to the Court).

The Judge 1 don't want to hear you. Captain Macmichael I insist on you hearing me. The Judge then asked Captain Macmichael to sit. He rejoined I stand on my rights. I have already sat down once." The Judge then told the usher to remove Captain Macmichael, who exclaimed "You will have to use physical force." The Judge told the usher to summon the tipstaff and then left the court.

Captain Macmichael then began reading a document stating that he was doing a rmblie dutv in addressing the Court" as an amicus curiae to prevent a miscarriage of uistice. He was still reading when the assistant tipstaff arrived and the Judge returned to the bench. The Judge told Captain Macmichael I direct that you be committed to prison for contemnt of court." Cantain Macmichael retorted I am not in contemnt. I accuse vonr lordship of contf mnt. golnu out of court when I was speaking.

The theoretical part of the advanced course syllabus consists of 110 lectures under three main headings Basic scientific principles (including methods of detecting radiation and its effects on human beings) Principles of radiation protection (including the measurement of radiation doses, the protection of workers, and methods of dispersing radioactive waste), and General subjects, such as the use of radiation techniques in industry and the legal background.

In addition, practical experiments are used to illustrate basic principles, and visits are arranged to research establishments and to AEA factories to study health, physics, and safety. It has not been a very busy market day on 'Change. News from the car industry and comments on the country's export trade have created an attitude among buyers unfavourable to any but the most necessary activity. The markets for the raw materials, moreover, have provided no grounds for considering that it might be prudent to secure further supplies of goods of which there is a fairly steady sale. In most quarters the opinion has been that there was nothing to be lost by waiting. Interest has been shown in prices cner a wide range of types and qualities, however, and some customers have apparently been impressed by the possibility that it will be some time before the delivery position eases appreciably.

There has again been an undercurrent of keen demand for numerous cloths, particularly for the garment trades, and small orders have been placed where relatively early delivery could be given. Buying of household textiles has been scrappy, and many kinds of industrial fabrics have been virtually neglected. Nearly all the business in yarns has been in bread-and-butter qualities particularly in medium counts for weaving. The knitting industry and other outside users have again given very little support. meant that people in privately-owned property assessed at 28 were contributing as much to the county's housing revenue account as were occupants of two local authority houses.

i At the fourth day of the rents inquiry at Dumbarton yesterday it was stated that tenants of Dunbartonshire county council who pay only 2s lOd a week rent can afford better cars than occupants of privately owned houses. Photographs said to prove the claim were produced by Mr John Skinner, representing the Vale of Leven Owner-Occupiers' Association. The association is supporting seven councillors who complain that the county council has failed to review the rents of its 5,500 houses. Another association at Cardross is also supporting the complaint. Evidence has been given that the council's housing revenue account has incurred a cumulative deficit of nearly 2 millions over the past 10 years.

Mr Skinner said that the council's housing policy had been extremely unfair to owner-occupiers and ratepayers living in rented privately owned property. The association deprecated the action of the Secretary for Scotland in granting dispensation for council members living in council houses when housing matters were debated in council. It would be more just to leave such vital matters in the hands of a few unbiased members who did not have a personal financial interest." Way out for council In present circumstances, said Mr Skinner, it would be more economical to give council house tenants their houses for nothing, provided that the occupants agreed to maintain the houses at their own expense and paid rates on a true valuation.
