Hyde Lists Proposals On Manager Job A seven point list of suggestions as to how the city should go about selecting a successor to City Manager H. K. Hunter was distributed to members of the city council by Mayor Floyd H. Hyde today and was to be discussed later by the council members. In the memorandum Hyde proposes that the vacancy should be publicized throughout the nation through the International City Managers Association newsletter and throughout the western states by a publication in the Western City magazine, official organ of the League of California Cities and similar groups.

In a footnote, Hyde observes that because the deadline for the next issue of the ICMA newsletter was yesterday, he took the liberty of informing the association of the vacancy. Proposes Deadline Hyde proposes that the deadline for applications for the position should be October 1st and thus would give the council about two months in which to make its selection. The city charter provides that any vacancy must be filled within 90 days after a final resolution by the council dismissing the city manager 1S adopted and this would put the expiration of the 90 day period early in December. The council last week adopted a resolution of intention to dismiss Hunter and normally the formal resolution of dismissal would be acted on at the September 9th meeting. However, September 9th is a holiday, Admission Day, and the council will meet on another day.

Standards Hyde also suggests that "in consideration of the fact that the city is a municipal corporation spending over $20 million a year and employing over 1,300 persons" that the council set minimum standards of education and experience which will be accepted. Morris said the next thing he remembered he was on the pavement and being kicked. He said he could not identify any of his attackers. Trio Identified However, several witnesses identified Madison B. Smith, 19, of 2374 Eunice Avenue, Henry Bess, 21, of 804 Sampson Avenue and James Bess, 22, as the ones who attacked Morris.

Morris suffered cuts and bruises in the attack, was in the county hospital for two days and is still receiving treatment. THE FR FRESNO BEE: -THE REPUBLICAN DEFLECTED-The car in foreground bounced and rolled over after it collided with the sedan at North Fruit and East Shaw Avenues shortly before 7 AM today. This is the word from a member of the committee and a man who had a lot to do with appoint-lof ling the senate committee members Senator Hugh M. Burns of Fresno. Burns is president pro tempore of the senate and chairman of the senate rules committee. The matter was before the council again today in a procedural step which would have continued the jurisdiction of the council over the property so that the council could make sure that the standards it set were met. Percival, who designed and helped build Fresno's first freeway as well as the highway into Cedar Grove, now part of Kings Canyon National Park, died in a local hospital this morning apparently of a heart attack.

Percival, 61, became ill in his office in the Fresno district headquarters of the state division of highways Tuesday afternoon, and was taken to a hospital. He was assistant district engineer in charge of administration, the No. 2 post in local headquarters. A native of Buffalo, NY, Percival came to the San Joaquin Valley at the age of 10 with his parents, the late Mr. and Mrs.

Arthur W. Percival. He attended grade school in Exeter, Tulare County, then was graduated from the Fresno High School in 1922. Three years later Percival was a member of a survey party working out a route for a state highway through the Merced River Canyon toward the Yosemlite National Park. The following year he began his engineer's training in the University of California in Berkeley, but transferred to the Fresno State College from which he was graduated in 1930.

Fresno Driver Dies Of Traffic Crash Injuries Dennis Jackson, 28, of 911 North Echo Avenue died in a local hospital yesterday of injuries he suffered Sunday night when his pickup truck collided with a sedan at Walnut and Jefferson Avenues, southwest of Easton. Five persons were injured in the crash. The highway patrol reported Jackson was southbound on Walnut and a car driven by Frank Mattos, 16, of 5773 South Fruit Avenue was headed west on Jefferson. The vehicles collided in the intersection. Mattos, his brother, John, 18, and Fred Messenlehner and Charles Messenlehner, both of 534 West Sumner Avenue, were injured.

Charles Snapp of 4111 Perry Way, who was riding with Jackson, also was hurt. Jackson is survived by his widow, Sandra, and three sons, Paul, Robert, 3, and Richard, 2. Funeral services will be held Saturday at 10:30 AM in the Harry Palm Chapel. The federal court told the legislature of California to reapportion the senate on a one man, one vote basis but the assembly and senate could not agree on a bill so the matter is still hanging fire.
