The ECGD will not vary premium rates from country to country, but they may not offer cover in certain particularly volatile areas. There has already been a considerable amount of interest in the scheme since the White Paper, and the Queen's Speech is expected to promote even more interest. The scheme should be operational by next March. The Government's aim is to pursue a policy of trade, rather than direct aid by-handouts. The investment insurance scheme is not purely altruistic.

The criterion for approved cover is that the project concerned must be mutually beneficial to the investor and the recipient country. at the next comprehensive review, which should take place within the next 12 months, it is possible it will be revised upwards yet again by the time 1975 comes. The Queen's Speech also promised legislation to put into effect a Government investment insurance scheme, which was proposed in a White Paper last April. This is aimed at encouraging British firms to invest in less-developed countries by offering them cover against noncommercial rist, such as war, expropriation, or restrictions on the repatriation of profits. No commercial insurance venture offer? British industry this sort of cover, except Lloyds, in limited, terms.

Youths in court after gang war Sentences ranging from 12 vears' imprisonment to borstal training were passed on 16 self-styled Hell's Angels and Road Rats at the Old Bailey yesterday. They followed a gang battle on Chelsea Bridge, London, in October last year between about 60 youths carrying weapons including iron bars, motorcycle chains, at least one shotgun, and even a medieval mace and ball with spikes. Describing it as a most terrifying tale of gang warfare," Judge Edward Sutcliffe, QC, passing sentence, said the sentences would be heavy so that all those who are like-minded to follow the examples of these thugs and bullies know the risk they run."
