I GUARDIAN Friday March 19 1971 'Last golden chance' for oil talks From PETER HILL.MORE, Tripoli, March 18 Oil company officials are expected to Tripoli tomorrow to continue negotiations averting an embargo of supplies to Europe. unoflicial discussions on Libyan demands revenue have been continued this week, the the company negotiating team. Mr George president of Esso, has flown to London for It is clear that the companies will have their offer substantially. The Libyan return to aimed at Although for higher leader of Piercy, viceconsultations. to increase Government is demanding an extra £400 millions annual revenue and the companies' final offer was only half that figure.

The situation is very unstable al. a shutdown is considered imminent. The companies have begun bringing in technical equipment and chemicals to avoid corrosion and damage to pipelines and wells if a shutdown occurs. The Libyans could complete this in about an hour. The Libyans, however, are keeping the negotiating door slightly open.

No date has been set for the embargo although the deadline was passed on Monday. But the threat of a shutdown is hinted at daily. The official newspaper revolution has it A'Thawra," which the meande1 clear in editorials that the only way for the crisis to be averted is for the companies to agree to the Libyan demands. It said that the companies had been given agrast golden opportunity' to to an increas It emphasises that the countries involved Libya, Algeria, Arabia, and Iraq, which together supply around 40 per cent of Europe's oil, are not prepared or compromise The newspaper attacked companies for their selfish propaganda" in suggesting that alternative supplies for Europe could 1 found. There are growing fears among oil officials that a substantial price increase in Libya will seriously affect the agree ment signed last month in Tehran.

L. a. President Torres of Bolivia yesterday made a new attempt to stabilise the volatile political situation in his country by swearing in a new Cabinet marginally to the Left of its predecessor. The dilemma of the President, who came to power in October after 8 confused week of coup and counter is that he has no political base of his own. The security of his position depends on a split in the army between and nationalist officers.

The new Cabinet was appointed after the mass resignation of the the request of the ole President. Several key figures, including the Interior Minister, Jorge cannot be Gallardo, remain that a and new it supposed has dawned. The most interesting factor is that President Torres has cicarly failed in his recent attempt to carry his Government into the wing camp. If he nad succeded, the list would have offiincluded Right-wing army cers, which it does not. Last month President Torres wa.

Secretary of the University Court. President Torres has now authorised to sit in the old Chamber of Deputies and an official dramatic scandal involving senior army offcers. The scandal involved the late! President Barrientos, who IS said officially to have died when his helicopter hit a power line In April, 1969. It has now been alleged in leading La Paz newspaper, Hoy," that the helicopter was shot down by an army captain on the orders of General Candia, who subsequently became President and is now Bolivia's Ambassador in Madrid. The two men are said to have fallen out over a conspiracy to sell arms to Israel.

The arms were allegedly purchased by the Bolivian Government and then to Israel. Variations rather implausible diverted, have been circulating around Bolivian political quarters for more than a year now but only surfaced in print last week. Last year I was told one version of the story a possible explanation for a particularly horrific series of political assassinations, which undoubtedly did take place. The victims were a peasant leader said to have been involved in the plot and two journalists who certainly were investigating the private business dealings of President Barrientos. A fresh crisis in Cordoba Cordoba (Argentina), March 18 The Argentine Army declared a state of emergency in Cordoba today to prevent further rioting.

The city was said to be under a state of emergency as workers staged their second 14-hour strike this week. During the troubles on Monday more than a hundred shops were looted and burned, and more than 330 people arrested. Militant labour leaders ordered a second strike and went into hiding after the Government had ordered their arrest. The disturbances led ty the resignation of the provincial governor, who had been only two weeks in -Reuter.
