Now that the evil empire has collapsed, there's a shortage of enemies in Hollywood; the list is basically down to fanatic terrorists and neo-Nazis. So why not copy Pogo and declare that we have met the enemy, and the enemy is us? Grammer plays Tom Dodge, a gifted but problematic officer who is known throughout the Navy for two feats: brushing against a Soviet submarine in a near-collision, and getting drunk afterward and having the words "Welcome aboard" tattooed on precisely that place we must not mention in a family newspaper. Now Admiral Winslow (Rip Torn) promotes him to sub commander, growling, "I want a pirate, damnit! One with a tattoo on his bleep!" Winslow complains that the Russkies are selling their old subs to places like Iraq and Lybia, and he's afraid a renegade commander could launch a suicide mission against a U.S.

Gaskets blow and the hull creaks alarmingly. As far as I'm concerned, this setup creates a moral obligation on the part of the filmmakers to take the sub down to at least 600 feet later in the film. No luck.
