Eaton. Bato Rotjck Railroad. We have published the report of the minority of the Committee on (Internal Improvement of the House of Representatives, in favor of the Sta'e subscription to the New Orleans and Baton Rouge Railroad. In addition, to the pleas already advanced in this paper in favor of the work, as one of great public utility to the State and the city, this report recalls facta which go to show that the company has a claim on the good faith of the friends ef the other great im provetnents in the State for ebtaining a State subscription. The claim arises out of the legislation of 1863, when the present railroad policy of the Slate was adopted.

The plan, which all the friends of public improvement la that Legislature united to erect into a system, comprehended four roads thai New Orleans and Jackson, the New Orleans and Opeiou- 'aas, the Ticksburg and Shre report, and the New Orleans and Baton Roage roads. All four bills passed the Sonata, being framed on one formula the State subscribing one-fifth to the capital stock of acti, wn the same condition. The bills for the Jack-aoo, tM Opeloosas and the Vicksburg roads passed the House and became laws; that for the Baton Rouge road failed to be taken ap because it was not ready in form on the day when the constitutional run ber of its friemds was present. Tfce eenstitntion requires that all appropriations in aid of public improvements mast be passed by a majority of the members elected to both Houses of Ike Legislature, and rt is not often that such a vote can be obtained, even when a majority of the members present and voting may be really in favor of a biD. Tne Baton Rouge bill was thus left out of the general plan by an accident, and the friends of that rend, cuter contributing by taxation to the support of the other roads, which they bad aided by their votes to obtain the State aid, come with an equitable claim to have this error and their ruad reinstated in the system.

The claim is stronger that tber show great public good to be thus accomplished, and a work boilt which will" essential contribute to the advancement of the interests of thia the State capital and the intervening; region, and the ttuua at large. We learn that there are very good prospects that the company will obtain this subscription, which will secure the completion ihj road. What is needed Is a full attendance of member on the appointed day. Forty-fiTe votes are necessary, and they roost ell be present, trery absent member counts agaiust the bill and as the number of absentees is rarely less than fifteen, the necessity of punciuaj attendance at that rime is conspicuous. JVtwa fatie, Massachusetts would seem to hare no possible jurisdiction over the Atlantic ocean, and wires reaching front a British port, on one side, to a British colony on the other, would seem to be out of the reach of legislative control ex ercised at Boston. But the wires across the Atlantic must connect with wires running through the States, abdtfbe effort to control that wire takes the form of a control over the sections tubject to Slate jurisdic tion. The land route is through Newfoundland and other British provinces, the State of Maine and the State of MassBcbnsetts. The speculators who desire to seize the exclusive use of the whole series against competition, therefore, have but to get a monopoly in Maine or and they are absolute over all the connections with the Atlantic ocean line, as well as with the interior communications, all over the country.

No more bug and dangerous monopoly could be da" vited than that which tekes exclusive possession of the only channel of telegraphic communication between Eun.pe and America no more gigantic speculation can tempt the rapidity of man. Such a power over the commercial relation of the world is too vast and too dangerous to be entrusted to any body of private individuals, with whatever presumed safeguards against abuse the privileges may be regulated by law. Its exercise is that of unlimited power, and the temptations to exercise it too great to be risked in any bands. The commercial interests will revolt from it everywhere, and should not be slow in manifesting their lnsupersble repugnance to a scheme which will make every man buiuich ana lurtunea suoject ro the swsy of a company, which may be as grasping and unprincipled as it is sure to be despotic and irre sponsible. They who are aemsnaing mis grant, in order to protect tbem against competition in the use of the Atlsmic ocean line, claim that they have control of nearly all of Uie telegraphic communications South and West in the United States.

Adding to this the European monopoly, and they expect to be omnipo tent over all the telegraphic communications of the whole country, from Newfoundland to New Orleans, and Westward, as far as telegraph wires reach. There is some truth in this boast. There bas beau i in one department of news, a great stride made towards monopoly, in the exclusive possession for that purpose of the use of one of the lines, beyond the United States. The manifold evils of that partial suc cess have been felt keenly by thecommercial interests all over the country, and tho capacity for great evil which it demonstrate, is enough to warn every man of business against tolerating any extension or the odious system, and waken him to the duty of lifting bis voicelin remonstrance against every effort to in crease power in the same hands, or commit it, at alb to any body of favorites. Now we trust that Congress will listen to no such proposition, and will give no such or any other countenance to the enterprise, except upon coalitions which will secure the whole public againtt this projected monopoly. It should make a positive stipulation, that the Atlantic (Ocean) line of telegraph should allow connections upon equal terms with any line, tillier now existing, or which may hereafter ba built in the United States, and should promote by all possible means the free "competition" which this association is attempting to proscribe.

Tbey should guard thia gran" improvement for the common advantage of the whole country; not for a machine by which the enterprise, hidnstry, commerce' and energies of the continent, the business and fortunes of a whole nation, may be subjected to the caprice and cupidity of a private association.
