Batoit Bocoe, Feb. 3. In the Senate, to day, the legal advertisement bill came up. Mr. Ducros denounced the measure as ere-' a ting a monopoly and being in opposition to the wishes of the people.

Mr. Byan spoke in support of the bill. He said it would be productive of immense pnbllc good, and endeavored to prove that it would. Mr. St Paul also spoke in favor of the mea erne.

He said it was a good one, and he was willing to stand as one of its fathers. He cite cases of fraud under the preseox system, gave it as his decided conviction that great benefits would flow from the proposed mea- a.TlTa Mr. Ducros said the bin was a piece of party favoritism. He wanted all the papers nave a fair chance. Mr.

Hyama argued in favor of the biu. Mr BufEngton thought and said that the bill was an outrage on the people of New Orleans that it was more infamous than the sta mp act, and that it was brought forward with no other design than merely to benefit a partisan paper. Mr. Hunday spoke in strong denunciation of the measure. A motion to lay the bill on the table was carried.

La martins. Among the arrivals in our city within a few days, is Mr. J. B. Desplace, a French gentleman of social and literary distinction, formerly an editor of note in Europe, and an intimate associate and devoted personal friend of Lamartine.

Mr. Desplace, aided by the cardial sympathy and active recommendations of such mea as Prescott, Irving, Bancroft, Longfellow, Bryant, Halleck, has, among his other aims of interest in visiting the United States, the design of helping the illustrious Lamartine, in bis present effort, to raise himself out of the depths of poverty, into which his exertions and sacrifices, aa a public man, have brought him. After a long, brilliant and successful career, his devotion to the cause ef liberty entailed apon him losses and liabilities, which in his old ege he is heroically laboring to repair, by the exercise of his genius and his own personal labor. He asks nothing from bounty, and refuses pensions and gifts and has set himself down to the gigantic work of earning, by a large literary enterprise, the means of reestablishing credit and fortune. It is the effort of a proud and honest spirit, and merits admiration and support, throughout the world of readers, of all nations.

His varied powers and marvellous eloquence will give to this enterprise an attractive charm, far beyond the claims of sympathy for virtuous misfortune, and courageous industry. The work, for which Mr. Desplace is inter, eeted, in his behalf, is entitled Familiar Course of Literature, by Lamartine, written exclusively by himself" an edition in French or one in English, at the option ef the subscriber. The work is to be issued in monthly numbers, of about eighty pages each, making two volumes a year, at the- price ef six dollars per annum. Ida" We would call the attention of planters and cotton factors to Gris wold's improved Southern Cotton Gins, advertised elsewhere in this morning's Picayune.

They maybe procured at 8. GrisweM fc 120 Gravier street Later from Texas. ARRI VAL OP STEAMS HIP MEXICO. The steamship Mexico, Capt.

J. Y. Lawless, from Indianola, via Galveston, arrived yesterday afternoon. A list of her passengers will be found in the marine news column. We have no Galveston papers by this arrival, and the few we have from other points contain verj Httie news.

The Houston Telegraph, of the 30th alt, says: We understand that an abolitionist from Boston, or that vicinity, has been circulating incendiary papers and documents in this city for two or three days past. The beys have taken him in band to-day, and at last accounts be was in considerable fear that something was going to happen. A young man calling himself Thomas Williamson, representing himself to be an assistant engineer in the U. S. Navy, was arrested in this city on Wednesday last, on a charge of forgery.

It seems he has been stopping at the Buk Houe for several weeks past, living high on champagne and other extras, and in pavment of his board bill offered the landlord a draft purporting to be drawn in Baltimore, and endorsed by Messrs. Block, of Galveston, for the sum of $500. Mr. Huibud, the proprietor of the Busk Houte, took the dralt and exhibited it to a mercantile house acquainted with the signature of Messrs. Block, who at once pronounced the paper a forgery.

The signature and endorsements were evidently the same handwriting, and bunglingly done at that A warrant was obtained, and after a brief examination before a magistrate, the accused was committed to prison in default of 1,000, to await his trial. J3F Our cotemporary, the Baton Bouge Gazette, as will be seen by an advertisement headed Professor Leja Ocular Science," pays that eminen; optician a deserved compliment.
