MUSIC COPYRIGHT BILL. Influential Protest. DISASTROUS TO THE ART. Dangerous Precedent." The following statement has been issued from the British Confederation of Arts ''We, the undersigned, wish to par ticipate with the British Confederation of Arts, which exists for the purpose of LG-oneration and mutual defence within the arts on matters of agreed importance, in registering a public xpression of determined opposition to trie Musical Copyright Bill. "The bill infringes the eomtjosers' and authors' freedom of contract, and it pass-d would establish a dangerous preced-nt.

Far-reaching consequences would be involved, impossible to over estimate in their unfortunate -reaction on creative production in this country in all the arts. In principle and in detail the bill would bo disastrous to the native com- puser ana 10 tne art ot music as a whole. Apart from this aspect its provisions, so far from establishine the position of greater simplicity apsurnea desirable by its promoters, nrpntfl aprinnc wuu VJ (A i 11 international and domestic, and would in me result prove unworkable." To avoid being confused with another man, a Iabxrurine man who gave his name as James Keilly leit his fingerprints at Bow Street on Eaturday. He had been arrested on leaving prison and cnarged the name of Richard O'Reilly with being drunk and disorderly last December and not surrendering to his bail. The man said that he had not been charged since 1928 until arrested the other day, had always given his proper name of James O'Reilly, and bad never been admitted to baiL He said that he had no twin brother and did not know the other, man. Mr. Fry discharged him and said: "It there is a Richard O'Reilly who is so like yon that the police think he is yon, it would be a great protection to you to leave your fingerprint3 here.

Then when Richard O'Reilly comes here again we can take his finger-prints. If he goes about getting drunk and impersonating you he is a very dangerous fellow, but with the finger-prints we shall know which is which. We will try to protect you against the other man." COTTON OPERATIYES' BENEFITS. At the annual meeting of the Yorkshire Cotton Operatives Union on Saturday it was reported that the expenditure for the year had been over 11.000, the bulk of which had gone in unemployment benefits, due to bad trade. (From our Co rrt-5pondeiit Leeds, Sahjrda-Opening the Yorkshire Artists' Exhibition at the Leeds Art Gallery on Saturday Lord Moynihan said an exhibition such wnnir, at all times be a delight to the citizens of Leeds, but to-day it than ever a necessity, having regard to the times in which we lived.

F.vprv ace had its characteristics. Posteritv. he thought, would say of us 4 era in Vl ich we live was characterised by a rude materialism that wo were distinguished by a aesiTB for -fast movement and for noise, and that we were, in our reaction to ine uumo idealism and the unequalled effort or the war, expressing most of our outlook upon life in a crude and raw materialism. Tn tViintrs as Lord rnvTiil-iHn nroceeded. some kind of antidote is necessary; something which will give us a refuge and a solace from the social miseries of our time.

I regard a place of this sort as a sort of spiritual and artistic pharmacy in which those prescriptions are compounded and distributed which will enable us to go forward refreshed in body and invigorated in mind. Such a drug for all of us is more than ever necessarv at this particular time. because never before in the history of our country was its beauty so threatened. We are now at the oint in our national history when we must recognise this that our countryside has been marred and injured, destroyed and rebuilt, almost fiom the verv birth of time. But nothinu until recent years has ever seriously ueiacea its oeauty.

A Sense of Beauty. We are now in a moment of great struggle between commercial purposes which require everything for their due fulfilment, and questions of beauty; and he struggle between use and beauty must go on in particular in connection with commercial activities. For light, heat, and power in our houses and our factories, we must have electricity, and the conveyance of electric power requires wires supported by standards. There has been a great outcry; about the defacement of the countryside by these new and, it is said, ugly standards that are being erected. But in spite of that, I think we must recognise that we were all oi us brought up with one standard of beauty, and it is a criticism upon ourselves that we are not competent to change our standards of beauty when the occasion arises.

I was brought up to admire the pretty pretty things. I am a rebel against those who say we are defacing the countryside when we put up electric standards to convey the wires. To me they see mto punctuate our landscape and to measure it out and to give us a new standard and measurement of beauty. But I eay that with regard only to that particular point." There were scores of other things. Lord Moynihan continued, with which the countryside was grossly defaced at the prese'nt time.

Many people giumbled about those bungalows built in ribbon fashion along the country reads. Thpy were often built by people who had lived in towns and who never learned what beauty really is. If they did something which to their eyes was exceedingly beautiful but which to others was an eyesore, how could we blame them With regard to advertisement hoard ings scattered over the country they seemed to exert a malign influence, despoiling the beauty of the countryside. But I think there are new form-a of beauty created," Lord Moynihan added, to which our eyes are not sufficiently open or our brains not suihcicntly trained to appreciate. FOREIGN TRADE DIFFICULTIES.

Address to Textile Managers. air. ueorge l-i. smith delivered a lecture on Saturday night to the members of the British Association of Managers of Textile works on Foreign Yarn Business." Mr. Smith eaid he proposed to deal more particularly with the business done with the Continent and the increasing number of regulations that had to be overcome before a foreign order was finally completed.

New difficulties were cropping up every day. Local knowledge was an essential factor when eelling yarn abroad. The psychology of each nation had to ba studied and care taken that the agent who called on customers abroad was one whose nationality would not rouse the ire of a prospective buyer. It wat, not much use for a Swede, for instance, to ecek orders for Lancashire from Norway. Continental people were more responsive to continuous pressure than occasional vieits.

The haphazard traveller got very little business. Promises to try a yarn were freely made and any number of samples accepted. Especial care should be taken aa to the suitabilitv of snu vam )-, "rf bUUll TT HQ be delivered say a thousand miles from nome, oinerwise tnere was herdly any end to complaints. Sealing with the execution of orders and receiving payment for them Mr. Smith eaid that unlike the Manchester yam contract the Continental one bristled with details and restrictions.

Packing, transport, customs, invoicinsr certification, bille of lading, all needed the most careful attention if an order was to be carried through succeeefully A fteerui of it all the seller eonld consider himself lucky if he always received a cheque.
